William Gill 07de8d2101 Add local PowerShell scripts for Windows MSI build ...

Replaces the GitHub Actions release workflow (CI is not available
for Windows builds) with scripts/build-msi.ps1 and
scripts/build-binaries.ps1, runnable on a Windows host with Go and
WiX v4 installed.
