961e5cc7c7 Use @DefaultCredential for Cloud API access in GAE 
This change completes the switch to @DefaultCredential for
all use cases in GAE.

Impacted modules:
- IcannReporting
- CreateCdnsTld command
- LoadSnapshot command.
