e30c0f9a11 Request 101m CPU in sandbox proxy (#813) 
This is suggested as a mitigation to allow us to deploy to sandbox. The default
value is 100m.

* Move terraform and kubernetes folder to be under proxy

There is no reason for them to be under proxy/src/... any more now that
we have a Gradle-idiomatic folder structure.
