Update proxy k8s manifest ( #2153 )
...
The beta API is deprecated.
TESTED=deployed the new manifest to alpha. Without the change, deploying
resulted in an error.

Use the save API version for the HPA controller and the deployment ( #807 )

This supposedly can fix our deployment problem. Tested on alpha.
Also updated the deployment script to replace the service object as
well.

* Move terraform and kubernetes folder to be under proxy
There is no reason for them to be under proxy/src/... any more now that
we have a Gradle-idiomatic folder structure.
