guyben c2094eda40 Make EncryptEscrowDepositCommand a RemoteApiCommand ...

Moving to KmsKeyring, any command that uses the Keyring must be a
RemoteApiCommand to work.

TESTED: successfully encrypted a file with no logged errors.
