Adrien Beraud 14543ae477 docker: switch to ninja and add Noble Dockerfile 
Use Ninja instead of Make in the main Dockerfile for faster builds
and install ninja-build in DockerfileDeps. Also, add a new
Dockerfile for Ubuntu Noble.
