Replace manual vcpkg installation and cache management with the lukka/run-vcpkg@v11 action which automatically: - downloads and bootstraps vcpkg from the baseline in vcpkg-configuration.json - sets VCPKG_ROOT and VCPKG_BINARY_SOURCES for GitHub Actions Binary Caching - handles cache key management per package Remove the prepare-dependencies and prepare-static-dependencies jobs. CMake triggers vcpkg install via the toolchain with VCPKG_MANIFEST_FEATURES=test. Update actions to consistent versions (checkout@v4, upload-artifact@v4).
