Adrien Béraud f44646ff82 ci(windows): test builds with C++17/20/23 standards ...

Add a cxx_standard matrix axis to the Windows build jobs and pass
-DCMAKE_CXX_STANDARD and -DCMAKE_CXX_STANDARD_REQUIRED=ON to CMake so
builds are produced for C++17, C++20 and C++23. Include the chosen
standard in the uploaded artifact names for both shared and static
builds.
