Matt Moyer b6edc3dc08 Replace TestCLIGetKubeconfig with TestCLIGetKubeconfigStaticToken. ...

It now tests both the deprecated `pinniped get-kubeconfig` and the new `pinniped get kubeconfig --static-token` flows.
