Zi Lin b1ac8b4cc0 Add new operation: re-encrypt

're-encrypt' allows us to re-encrypt an RO encryption to a different set
of owners and labels. Currently two delegations are sufficient to carry
out this operation.

This is a command line based Red October client. It is still under development.

$ ro -h

Example

Assume username and password is stored at RO_USER and RO_PASS env variables.

To see the current user and delegation summary:

$ ro -server HOSTNAME:PORT summary
To decrypt a RO encrypted file:

$ ro -server HOSTNAME:PORT -in FILE -out FILE decrypt
