Update for cli args and options changes. Reorder subcommands to match scoutfs built-in help. Consistent ScoutFS capitalization. Tighten up some descriptions and verbiage for consistency and omit descriptions of internals in a few spots. Add SEE ALSO for blockdev(8) and wipefs(8).
