Zach Brown dd117593da scoutfs-utils: update format for locking service

Update the format header to reflect that the kernel now uses a locking
service instead of using an fs/dlm lockspace.  Nothing in userspace uses
locking.

This repository contains the userspace software for the scoutfs clustered filesystem.
