Qualify daemon protocol/configuration views and read-only helper inputs.
Update private declarations and implementations together. Change the
account-operation table and all three callbacks as one unit so username
and password inputs have matching const types.

Separate read-only keys and session-type strings from writable text
parser cursors. Keep attribute/list anchors mutable for deletion, while
lookup and replacement use read-only views where they leave the anchor
unchanged. Preserve ownership, writable outputs and protocol layout.

Keep the CHAP entropy probe's af_alg_supported() stub consistent with
the const-qualified header it includes through chap.c. Otherwise the
probe defines the function with an incompatible pointer parameter.
This consumer mismatch was found by source review.

Cppcheck reports constParameterPointer and constVariablePointer,
including:

  Parameter 'user' can be declared as pointer to const
  Parameter 'attrs_list' can be declared as pointer to const
  Variable 'key' can be declared as pointer to const
