Build RPM packages only on pushes to master and remove the manual package workflow trigger. Keep DEB checks on pull requests and retain the rolling master publication with its current-head checks and release serialization. Cancel outdated runs of the same pull request within each CI workflow. Give other events a separate group per run so master package builds and publication are not interrupted by newer pushes. Keep the full regression matrix and all build and test steps unchanged.
