Vladislav Bolkhovitin c9a7954315 Add the "static" qualifier to function that isn't being declared ...

(in h file) or exported to fix the following sparse warning:

/scst/trunk/iscsi-scst/kernel/iscsi.c:166:6: warning: symbol
'cmnd_free' was not declared. Should it be static?
