Qualify userspace event, fileio and state-change-daemon views that only
read request, reply, command or configuration data. Keep mode-page input
parameters read-only and leave writable response buffers and ownership
operations unchanged. No shared ABI or registered callback changes.

Cppcheck reports constParameterPointer and constVariablePointer,
including:

  Parameter 'dev' can be declared as pointer to const
  Variable 'cdb' can be declared as pointer to const
  Variable 'reply' can be declared as pointer to const
