Bart Van Assche 1587638134 Remove support for "make enable_proc" and "make disable_proc" ...

Since RHEL 5 and kernel versions before 2.6.26 rely on procfs support,
this patch removes support for RHEL 5.x and also for kernel versions
before 2.6.26.

scst.conf.sysfs

Update scstadmin and scst.conf man pages with information about ALUA. Update the scst.conf example too.
