Disabling fstrim.timer was for avoid running fstrim on /var/lib/scylla from
both scylla-fstrim.timer and fstrim.timer, but fstrim.timer actually never do
that, since it is only looking on fstab entries, not our systemd unit.
To run fstrim correctly on rootfs and other filesystems not related
scylla, we should stop disabling fstrim.timer.

Currently, scylla_fstrim_setup does not start scylla-fstrim.timer and
just enables it, so the timer starts only after rebooted.
This is incorrect behavior, we start start it during the setup.
Also, unmask is unnecessary for enabling the timer.

Instead of lengthy blurbs, switch to single-line, machine-readable
standardized (https://spdx.dev) license identifiers. The Linux kernel
switched long ago, so there is strong precedent.
Three cases are handled: AGPL-only, Apache-only, and dual licensed.
For the latter case, I chose (AGPL-3.0-or-later and Apache-2.0),
reasoning that our changes are extensive enough to apply our license.
The changes we applied mechanically with a script, except to
licenses/README.md.

fstrim.timer not enabled, only unmasked due scylla_fstrim_setup on installation
When trying run scylla-fstrim service manually you get error:

Currently, enabling scylla-fstrim.timer is part of 'enable-service', it
will be enabled even --no-fstrim-setup specified (or input 'No' on interactive setup prompt).
To apply --no-fstrim-setup we need to enabling scylla-fstrim.timer in
scylla_fstrim_setup instead of enable-service part of scylla_setup.

We have problem to run fstrim with nomerges=2, so we need to change
the parameter to 1 during fstrim execution.
To do this, this fix changes follow things:
- revert dropping scylla_fstrim on Ubuntu 16.04/CentOS
- disable distribution provided fstrim script
- enable scylla_fstrim on all distributions
- introduce --set-nomerges on scylla-blocktune
- scylla_fstrim call scylla-blocktune by following order:
- 'scylla-blocktune --set-nomerges 1'
- 'fstrim' for each devices
- 'scylla-blocktune --set-nomerges 2'

We recently introduced fstrim cronjob / systemd timer unit, but some of
distributions already has their own fstrim cronjob / systemd timer unit.
So let's use them when it's posssible.
