On dffadabb94 we mistakenly added
"if args.overwrite_unit_file", but the option is comming from unmerged
patch.
So we need to drop this to fix script error.

We stop using fallocate for allocating swap since it does not work on
xfs (#6650).
However, dd is much slower than fallocate since it filling data on the
file, let's use fallocate when filesystem is ext4 since it actually
works and faster.

We should run error check before running dd, otherwise it will left
swapfile on disk without completing swap setup.

On acaf0bb we applied out() just for perftune.py because we had issue #10390
with this script.
But the issue can happen with other commands too, let's apply it to all
commands which uses capture_output.

Currently, --swap-size does not able to specify exact file size because
the option takes parameter only in GB.
To fix the limitation, let's add --swpa-size-bytes to specify swap size
in bytes.
We need this to implement preallocate swapfile while building IaaS
image.

Instead of lengthy blurbs, switch to single-line, machine-readable
standardized (https://spdx.dev) license identifiers. The Linux kernel
switched long ago, so there is strong precedent.
Three cases are handled: AGPL-only, Apache-only, and dual licensed.
For the latter case, I chose (AGPL-3.0-or-later and Apache-2.0),
reasoning that our changes are extensive enough to apply our license.
The changes we applied mechanically with a script, except to
licenses/README.md.

We initially implemented run() and out() functions because we couldn't use
subprocess.run() since we were on Python 3.4.
But since we moved to relocatable python3, we don't need to implement it ourselves.
Why we keep using these functions are, because we needed to set environemnt variable to set PATH.
Since we recently moved away these codes to python thunk, we finally able to
drop run() and out(), switch to subprocess.run().
We should not fill entire disk space with swapfile, it's safer to limit
swap size 50% of diskspace.
Also, if 50% of diskspace <= 1GB, abort setup since it's out of disk space.
Converting memory & disk sizes to an int value of N gigabytes was too rough,
it become problematic in low memory size / low disk size environment, such as
some types of EC2 instances.
We should calculate in bytes.
To get better API of memory & disk statistics, switch to psutil.
With the library we don't need to parse /proc/meminfo.

On Ubuntu 18.04 and ealier & Deiban 10 and ealier, /usr merge is not done, so
/usr/bin/systemd-escape and /bin/systemd-escape is different place, and we call
/usr/bin but Debian variants tries to install the command in /bin.
Drop full path, just call command name and resolve by default PATH.
