Allows per-DC replication factor to be either a string, holding a
numerical value, or a list of strings, holding a list of rack names.
The rack list is not respected yet by the tablet allocator, this is
achieved in subsequent commit.
This changes the format of options stored in the flattened map
in system_schema.keyspaces#replication. Values which are rack lists,
are converted into multiple entries, with the list index appended to
the key with ':' as the separator:
For example, this extended map:

It will become more complex when options will contain rack lists.
It's a good change regardless, as it reduces duplication and makes
parsing uniform. We already diverged to use stoi / stol / stoul.
The change in create_keyspace_statement.cc to add a catch clause is
needed because get_replication_factor() now throws
configuration_exception on parsing errors instead of
std::invalid_argument, so the existing catch clause in the outer scope
is not effective. That loop is trying to interpret all options as RF
to run some validations. Not all options are RF, and those are
supposed to be ignored.
In preparation for changing their structure.
1) std::map<sstring, sstring> -> replication_strategy_config_options
Parsed options. Values will become std::variant<sstring, rack_list>
2) std::map<sstring, sstring> -> property_definitions::map_type
Flattened map of options, as stored system tables.
Prevent a crash, especially in the is_vnode=true case,
if the key_token is not found in the map.
Rather than the undefined behavior when dereferencing the
end() iterator, throw an internal error with additional
logging about the search logic and parameters.

Some callers, like `construct_range_to_endpoint_map` for describe_ring,
or `get_secondary_ranges` for alternator ttl pass vnode tokens (the
vnodes' start token), and therefore can benefit from the fast lookup
path in `vnode_effective_replication_map::do_get_replicas`.
Otherwise the vnode token is binary-searched in sorted_tokens using
token_metadata::first_token().

Derive both vnode_effective_replication_map
and local_effective_replication_map from
static_effective_replication_map as both are static and per-keyspace.
However, local_effective_replication_map does not need vnodes
for the mapping of all tokens to the local node.
Note that everywhere_replication_strategy is not abstracted in a similar
way, although it could, since the plan is to get rid of it
once all system keyspaces areconverted to local or tablets replication
(and propagated everywhere if needed using raft group0)

std::ranges::remove_if() to reduce external dependencies and simplify

Most of the code from `recognized_options` is either incorrect or lacks
any implementation, for example:
- comments for Everywhere and Local strategies are contradictory, first
says to allow all options, second says that the strategy doesn't accept
any options, even though both functions have the same implementation,
- for Local & Everywhere strategies the same logic is repeated in
`validate_options` member functions, i.e. this function does nothing,
- for NetworkTopology this function returns DC names and tablet options, but tablet
options are empty; OTOH this strategy also accepts 'replication_factor'
tag, which was ommitted,
- for SimpleStrategy this function returns `replication_factor`, but this is also validated
in `validate_options` function called just before the removed
function.
All of it makes `validate_replication_strategy` work incorrectly.
That being said, 3 tests fail because of this logic's removal, so it did
something after all. The failing tests are commented out, so that the CI
passes, and will be restored in the next commit(s).

This rather large patch series moves storage proxy and some adjacent
services (like migration manager) to use host ids to identify nodes rather
than ips. Messaging service gains a capability to address nodes by host
ids (which allows dropping translations from topology coordinator code
that worked on host ids already) and also makes sure that a node with
incorrect host id will reject a message (can happen during address
changes).
The series gets rid of the raft address map completely and replaces it with
the gossiper address map which is managed by the gossiper since translation
is now done in the layer below raft.

In order to enable tablets "by default" for NetworkTopologyStrategy
there's explicit check near ks_prop_defs::get_initial_tablets(), that's
not very nice. It needs more care to fix it, e.g. provide feature
service reference to abstract_replication_strategy constructor. But
since ks_prop_defs code already highjacks options specifically for that
strategy type (see prepare_options() helper), it's OK for now.
There's also #20768 misbehavior that's preserved in this patch, but
should be fixed eventually as well.

In one of the following patches, we introduce support for zero-token
nodes. From that point, getting all nodes and getting all token
owners isn't equivalent. In this patch, we ensure that we consider
only token owners when we want to consider only token owners (for
example, in the replication logic), and we consider all nodes when
we want to consider all nodes (for example, in the topology logic).
The main purpose of this patch is to make the PR introducing
zero-token nodes easier to review. The patch that introduces
zero-token nodes is already complicated. We don't want trivial
changes from this patch to make noise there.
This patch introduces changes needed for zero-token nodes only in the
Raft-based topology and in the recovery mode. Zero-token nodes are
unsupported in the gossip-based topology outside recovery.
Some functions added to `token_metadata` and `topology` are
inefficient because they compute a new data structure in every call.
They are never called in the hot path, so it's not a serious problem.
Nevertheless, we should improve it somehow. Note that it's not
obvious how to do it because we don't want to make `token_metadata`
store topology-related data. Similarly, we don't want to make
`topology` store token-related data. We can think of an improvement
in a follow-up.
We don't remove unused `topology::get_datacenter_rack_nodes` and
`topology::get_datacenter_nodes`. These function can be useful in the
future. Also, `topology::_dc_nodes` is used internally in `topology`.

more than 16K tokens.

before this change, we rely on the default-generated fmt::formatter
created from operator<<, but fmt v10 dropped the default-generated
formatter.
in this change, we include `fmt/ranges.h` and/or `fmt/std.h`
for formatting the container types, like vector, map
optional and variant using {fmt} instead of the homebrew
formatter based on operator<<.
with this change, the changes adding fmt::formatter and
the changes using ostream formatter explicitly, we are
allowed to drop `FMT_DEPRECATED_OSTREAM` macro.

range.hh was deprecated in bd794629f9 (2020) since its names
conflict with the C++ library concept of an iterator range. The name
::range also mapped to the dangerous wrapping_interval rather than
nonwrapping_interval.
Complete the deprecation by removing range.hh and replacing all the
aliases by the names they point to from the interval library. Note
this now exposes uses of wrapping intervals as they are now explicit.
The unit tests are renamed and range.hh is deleted.

This commit renames keyspace::get_effective_replication_map()
to keyspace::get_vnode_effective_replication_map(). This change
is required to ease the analysis of the usage of this function.
When tablets are enabled, then this function shall not be used.
Instead of per-keyspace, per-table replication map should be used.
The rename was performed to distinguish between those two calls.
The next step will be an audit of usages of
keyspace::get_vnode_effective_replication_map().

Add a function that returns all nodes that have vnode been moved to them
during a topology change operation. Needed to know which nodes need to
do cleanup in case of failed topology change operation.
Some topology change operations causes some nodes loose ranges. This
information is needed to know which nodes need to do cleanup after
topology operation completes. Pre calculate it during erm creation.
This is an optimisation - for_each_natural_endpoint_until is
called only for vnode tokens, we don't need to run the
binary search for it in tm.first_token.
Also the function is made private since it's only used
in erm itself.
Before this patch the host_id -> IP mapping was done
in calculate_effective_replication_map. This function
is called from mutate_token_metadata, which means we
have to have an IP for each host_id in topology_state_load,
otherwise we get an error. We are going to remove
the IP waiting loop from topology_state_load, so
we need to get rid of IPs resolution from
calculate_effective_replication_map.
In this patch we move the host_id -> IP resolution to
the data plane. When a write or read request is sent
the target endpoints are requested from erm through
get_natural_endpoints_without_node_being_replaced,
get_pending_endpoints and get_endpoints_for_reading
methods and this is where the IP resolution
will now occur.
In the next patches we are going to change erm data structures
(replication_map and ring_mapping) from IP to host_id. Having
locator::host_id instead of IP in has_pending_ranges arguments
makes this transition easier.
Previous patch added params to r.s. classes' constructors, but callers
don't construct those directly, instead they use the create_r.s.()
wrapper. This patch adds params to the wrapper too.

When replication strategy class is created caller parr const reference
on the config options which is, in turn, a map<string, string>. In the
future r.s. classes will need to get "scylla specific" info along with
legacy options and this patch prepares for that by passing more generic
params argument into constructor. Currently the only inhabitant of the
new params is the legacy options.

This used to work before in replace-with-same-ip scenario, but
with host_id-s it's no longer relevant.
base_token_metadata has been removed from topology_change_info
because the conditions needed for its creation
are no longer met.
