Extend the tmpdir class with an option to preserve the directory if the
destructor is called during stack unwinding (i.e., uncaught exception).
To be used in tests where the tmpdir contains non-temporary resources
that may help in diagnosing test failures (e.g., logs from external
services such as PyKMIP).
This will be used in the next patch.

This is a RAII-sh helper that cleans temp directory on destruction. To
be used in cases when a test needs to do several checks over clean
temporary directory (future patches).

Instead of lengthy blurbs, switch to single-line, machine-readable
standardized (https://spdx.dev) license identifiers. The Linux kernel
switched long ago, so there is strong precedent.
Three cases are handled: AGPL-only, Apache-only, and dual licensed.
For the latter case, I chose (AGPL-3.0-or-later and Apache-2.0),
reasoning that our changes are extensive enough to apply our license.
The changes we applied mechanically with a script, except to
licenses/README.md.

scoped_critical_alloc_section was recently introduced to replace
disable_failure_guard and made the old class deprecated.
This patch replaces all occurences of disable_failure_guard with
scoped_critical_alloc_section.
Without this patch the build prints many warnings like:
warning: 'disable_failure_guard' is deprecated: Use scoped_critical_section instead [-Wdeprecated-declarations]
