3feb759943 everywhere: use utils::chunked_vector for list of mutations
Currently, we use std::vector<*mutation> to keep
a list of mutations for processing.
This can lead to large allocation, e.g. when the vector
size is a function of the number of tables.

Use a chunked vector instead to prevent oversized allocations.

`perf-simple-query --smp 1` results obtained for fixed 400MHz frequency
and PGO disabled:

4b21cca443 treewide: always allow tablets keyspaces
With the tablets feature always enabled (Unless gossip toopology
changes are forced), the enable_tablets option now controls only
the default for newly created keyspaces.

Even when set to `false`, tablets are still enabled as a
feature and the user may explicitly enable tablets
using `CREATE KEYSPACE <name> WITH tablets = {'enabled': true}`

Note: best viewed with `git show -w`

The commit causes memtable_test to be very flaky in debug mode.

0573fee2a9 cql3: auth: use mutation collector for grant and revoke permissions
This is done to achieve single transaction semantics.

The change includes auto-grant feature. In particular
for schema related auto-grant we don't use normal
mutation collector announce path but follow migration manager,
this may be unified in the future.

f96d25a0a7 tool: check for existence of keyspace before getting it
in general, user should save output of `DESC foo.bar` to a file,
and pass the path to the file as the argument of `--schema-file`
option of `scylla sstable` commands. the CQL statement generated
from `DESC` command always include the keyspace name of the table.
but in case user create the CQL statement manually and misses
the keyspace name. he/she would have following assertion failure

scylla: cql3/statements/cf_statement.cc:49: virtual const sstring &cql3::statements::raw::cf_statement::keyspace() const: Assertion `_cf_name->has_keyspace()' failed.
```
this is not a great user experience.

so, in this change, we check for the existence of keyspace before
looking it up. and throw a runtime error with a better error mesage.
so when the CQL statement does not have the keyspace name, the new
error message would look like:

error processing arguments: could not load schema via schema-file: std::runtime_error (tools::do_load_schemas(): CQL statement does not have keyspace specified)
```

since this check is only performed by `do_load_schemas()` which
care about the existence of keyspace, and it only expects the
CQL statement to create table/keyspace/type, we just override the
new `has_keyspace()` method of the corresponding types derived
from `cf_statement`.

63f64f3303 token_metadata: make it a template with NodeId=inet_address/host_id
NodeId is used in all internal token_metadata data structures, that
previously used inet_address. We choose topology::key_kind based
on the value of the template parameter.

generic_token_metadata::update_topology overload with host_id
parameter is added to make update_topology_change_info work,
it now uses NodeId as a parameter type.

topology::remove_endpoint(host_id) is added to make
generic_token_metadata::remove_endpoint(NodeId) work.

pending_endpoints_for and endpoints_for_reading are just removed - they
are not used and not implemented. The declarations were left by mistake
from a refactoring in which these methods were moved to erm.

generic_token_metadata_base is extracted to contain declarations, common
to both token_metadata versions.

Templates are explicitly instantiated inside token_metadata.cc, since
implementation part is also a template and it's not exposed to the header.

There are no other behavioral changes in this commit, just syntax
fixes to make token_metadata a template.

8c464b2ddb guardrails: restrict replication strategy (RS)
Replacing `restrict_replication_simplestrategy` config option with
2 config options: `replication_strategy_{warn,fail}_list`, which
allow us to impose soft limits (issue a warning) and hard limits (not
execute CQL) on replication strategy when creating/altering a keyspace.
The reason to rather replace than extend `restrict_replication_simplestrategy` config
option is that it was not used and we wanted to generalize it.
Only soft guardrail is enabled by default and it is set to SimpleStrategy,
which means that we'll generate a CQL warning whenever replication strategy
is set to SimpleStrategy. For new cloud deployments we'll move
SimpleStrategy from warn to the fail list.
Guardrails violations will be tracked by metrics.

Resolves #5224

eb46f1bd17 guardrails: restrict replication factor (RF)
Replacing `minimum_keyspace_rf` config option with 4 config options:
`{minimum,maximum}_replication_factor_{warn,fail}_threshold`, which
allow us to impose soft limits (issue a warning) and hard limits (not
execute CQL) on RF when creating/altering a keyspace.
The reason to rather replace than extend `minimum_keyspace_rf` config
option is to be aligned with Cassandra, which did the same, and has the
same parameters' names.
Only min soft limit is enabled by default and it is set to 3, which means
that we'll generate a CQL warning whenever RF is set to either 1 or 2.
RF's value of 0 is always allowed and means that there will not be any
replicas on a given DC. This was agreed with PM.
Because we don't allow to change guardrails' values when scylla is
running (per PM), there're no tests provided with this PR, and dtests will be
provided separately.
Exceeding guardrails' thresholds will be tracked by metrics.

Currently we hold group0_guard only during DDL statement's execute()
function, but unfortunately some statements access underlying schema
state also during check_access() and validate() calls which are called
by the query_processor before it calls execute. We need to cover those
calls with group0_guard as well and also move retry loop up. This patch
does it by introducing new function to cql_statement class take_guard().
Schema altering statements return group0 guard while others do not
return any guard. Query processor takes this guard at the beginning of a
statement execution and retries if service::group0_concurrent_modification
is thrown. The guard is passed to the execute in query_state structure.

2606c190af cql3: statements: pass migration_manager& explicitly to prepare_schema_mutations
We want to stop relying on `qp.get_migration_manager()`, so we can make
the function private in the future. This in turn is a prerequisite for
splitting `query_processor` initialization into two phases, where the
first phase will only allow local queries (and won't require
`migration_manager`).

statement_restrictions: forbid IS NOT NULL on columns outside the primary key

IS NOT NULL is currently allowed only when creating materialized views.
It's used to convey that the view will not include any rows that would make the view's primary key columns NULL.

Generally materialized views allow to place restrictions on the primary key columns, but restrictions on the regular columns are forbidden. The exception was IS NOT NULL - it was allowed to write regular_col IS NOT NULL. The problem is that this restriction isn't respected, it's just silently ignored (see #10365).

Supporting IS NOT NULL on regular columns seems to be as hard as supporting any other restrictions on regular columns.
It would be a big effort, and there are some reasons why we don't support them.

For now let's forbid such restrictions, it's better to fail than be wrong silently.

Throwing a hard error would be a breaking change.
To avoid breaking existing code the reaction to an invalid IS NOT NULL restrictions is controlled by the `strict_is_not_null_in_views` flag.

This flag can have the following values:
* `true` - strict checking. Having an `IS NOT NULL` restriction on a column that doesn't belong to the view's primary key causes an error to be thrown.
* `warn` - allow invalid `IS NOT NULL` restrictions, but throw a warning. The invalid restrictions are silently ignored.
* `false` - allow invalid `IS NOT NULL` restricitons, without any warnings or errors. The invalid restrictions are silently ignored.

The default values for this flag are `warn` in `db::config` and `true` in scylla.yaml.

This way the existing clusters will have `warn` by default, so they'll get a warning if they try to create such an invalid view.

New clusters with fresh scylla.yaml will have the flag set to `true`, as scylla.yaml overwrites the default value in `db::config`.
New clusters will throw a hard error for invalid views, but in older existing clusters it will just be a warning.
This way we can maintain backwards compatibility, but still move forward by rejecting invalid queries on new clusters.

a8cc5ed491 schema_altering_statement: return warnings from prepare_schema_mutations()
Validation of a CREATE MATERIALIZED VIEW statement takes place inside
the prepare_schema_mutations() method.
I would like to generate warnings during this validation, but there's
currently no way to pass them.

Let's add one more return value - a vector of CQL warnings generated
during the execution of this statement.

A new alias is added to make it clear what the function is returning:

Later the warnings will be sent to the user by the function
schema_altering_statment::execute(), which is the only caller
of prepare_schema_mutations().

dd20621d71 cql: pass a reference to query processor in grant_permissions_to_creator
In the following patch, the grant_permissions_to_creator method is going
to be also used to grant permissions on a newly created function. The
function resource may contain user-defined types which need the
query processor to be prepared, so we add a reference to it in advance
in this patch for easier review.

283ac7fefe treewide: pass mutation timestamp from call sites into migration_manager::prepare_* functions
The functions which prepare schema change mutations (such as
`prepare_new_column_family_announcement`) would use internally
generated timestamps for these mutations. When schema changes are
managed by group 0 we want to ensure that timestamps of mutations
applied through Raft are monotonic. We will generate these timestamps at
call sites and pass them into the `prepare_` functions. This commit
prepares the APIs.

fcb8d040e8 treewide: use Software Package Data Exchange (SPDX) license identifiers
Instead of lengthy blurbs, switch to single-line, machine-readable
standardized (https://spdx.dev) license identifiers. The Linux kernel
switched long ago, so there is strong precedent.

Three cases are handled: AGPL-only, Apache-only, and dual licensed.
For the latter case, I chose (AGPL-3.0-or-later and Apache-2.0),
reasoning that our changes are extensive enough to apply our license.

The changes we applied mechanically with a script, except to
licenses/README.md.

d768e9fac5 cql3, related: switch to data_dictionary
Stop using database (and including database.hh) for schema related
purposes and use data_dictionary instead.

data_dictionary::database::real_database() is called from several
places, for these reasons:

 - calling yet-to-be-converted code
 - callers with a legitimate need to access data (e.g. system_keyspace)
   but with the ::database accessor removed from query_processor.
   We'll need to find another way to supply system_keyspace with
   data access.
 - to gain access to the wasm engine for testing whether used
   defined functions compile. We'll have to find another way to
   do this as well.

The change is a straightforward replacement. One case in
modification_statement had to change a capture, but everything else
was just a search-and-replace.

Some files that lost "database.hh" gained "mutation.hh", which they
previously had access to through "database.hh".

Move the logger declaration from the header file into the only source
file that uses it.

b9539d7135 cql: allow restricting SimpleStrategy in CREATE KEYSPACE
This patch uses the configuration option which we added in the previous
patch, "restrict_replication_simplestrategy", to control whether a user
can use the SimpleStrategy replication strategy in a CREATE KEYSPACE
operation. The next patch will do the same for ALTER KEYSPACE.

As a tri_mode_restriction, the restrict_replication_simplestrategy option
has three values - "true", "false", and "warn":

The value "false", which today is still the default, means that
SimpleStrategy is not restricted, and can still be used freely.

The value "true" means that SimpleStrategy *is* restricted - trying to
create a a table with it will fail:

    cqlsh> CREATE KEYSPACE try1 WITH REPLICATION = { 'class' :
           'SimpleStrategy', 'replication_factor': 1 };

    ConfigurationException: SimpleStrategy replication class is not
    recommended, and forbidden by the current configuration. Please use
    NetworkToplogyStrategy instead. You may also override this restriction
    with the restrict_replication_simplestrategy=false configuration
    option.

The value "warn" allows - like "false" - SimpleStrategy to be used, but
produces a warning when used to create a keyspace. This warning appears
in the CREATE KEYSPACE statement's response (an interactive cqlsh
user will see this warning), and also in Scylla's logs. For example:

    cqlsh> CREATE KEYSPACE try1 WITH REPLICATION = { 'class' :
           'SimpleStrategy', 'replication_factor': 1 };

    Warnings :
    SimpleStrategy replication class is not recommended, but was used for
    keyspace try1. The restrict_replication_simplestrategy configuration
    option can be changed to silence this warning or make it into an error.

Because we plan to use the same checks and the same error messages
also for ALTER TABLE (in the next patch), we encapsulate this logic in
a function check_restricted_replication_strategy() which we will use for
ALTER TABLE as well.

26c115f379 cql3: Change execute()'s 1st arg to query_processor
Currently the statement's execute() method accepts storage
proxy as the first argument. This is enough for all of them
but schema altering ones, because the latter need to call
migration manager's announce.

To provide the migration manager to those who need it it's
needed to have some higher-level service that the proxy. The
query processor seems to be good candidate for it.

Said that -- all the .execute()s now accept the querty
processor instead of the proxy and get the proxy itself from
the query processor.

d3aa17591c migration_manager: drop announce_locally flag
It looks like the history of the flag begins in Cassandra's
https://issues.apache.org/jira/browse/CASSANDRA-7327 where it is
introduced to speedup tests by not needing to start the gossiper.
The thing is we always start gossiper in our cql tests, so the flag only
introduce noise. And, of course, since we want to move schema to use raft
it goes against the nature of the raft to be able to apply modification only
locally, so we better get rid of the capability ASAP.

d4866c1a28 cql3: remove prepared alias for prepared_statement
cql3 has cql_statement, parsed_statement and prepared_statement
classes, which, largely, stand for the same thing. prepared was
an alias for prepared_statement which only required an extra
tag jump in IDE and carried no meaning.

90346236ac cql: propagate const property through prepared statement tree.
cql_statement is a class representing a prepared statement in Scylla.
It is used concurrently during execution, so it is important that its
change is not changed by execution.

Add const qualifier to the execution methods family, throghout the
cql hierarchy.

Mark a few places which do mutate prepared statement state during
execution as mutable. While these are not affecting production today,
as code ages, they may become a source of latent bugs and should be
moved out of the prepared state or evaluated at prepare eventually:

cf_property_defs::_compaction_strategy_class
list_permissions_statement::_resource
permission_altering_statement::_resource
property_definitions::_properties
select_statement::_opts

c0915c40eb Warn user about using SimpleStrategy with Multi DC deployment
If the user creates a keyspace with the 'SimpleStrategy' replication class
in a multi-datacenter environment, they will receive a warning in the CQL shell
and in the server logs.
Resolves #4481.

f7b102238a cql3: change cql_statement methods to accept a local storage_proxy
The storage_proxy represents the entire cluster, so there's never a need
to access it on a remote shard; the local shard instance will contact
remote shard or remote nodes as needed.

Simplify the API by passing storage_proxy references instead of
seastar::sharded<storage_proxy> references. query_processor and
other callers are adjusted to call seastar::sharded::local() first.

6a360c2d17 auth: Grant all permissions to object creator
When a table, keyspace, or role is created, the creator now is
automatically granted all applicable permissions on the object.

This behavior is consistent with Apache Cassandra.

Fixes #3216.
