Flush failure with seastar::named_gate_closed_exception is expected
if a respective compaction group was already stopped.
Lower the severity of a log in dirty_memory_manager::flush_one
for this exception.

One of run_when_memory_available() checks mirrors the one done by the
execution_permitted() helper, so its worth re-using it. Since the former
helper is header template, the latter is worth moving to header too.
And, once re-used, the `bool blocking` variable becomes excessive, and
the `if (blocking)` check can also be expressed with fewer LOCs.

assert() is traditionally disabled in release builds, but not in
scylladb. This hasn't caused problems so far, but the latest abseil
release includes a commit [1] that causes a 1000 insn/op regression when
NDEBUG is not defined.
Clearly, we must move towards a build system where NDEBUG is defined in
release builds. But we can't just define it blindly without vetting
all the assert() calls, as some were written with the expectation that
they are enabled in release mode.
To solve the conundrum, change all assert() calls to a new SCYLLA_ASSERT()
macro in utils/assert.hh. This macro is always defined and is not conditional
on NDEBUG, so we can later (after vetting Seastar) enable NDEBUG in release
mode.

The only reason why it's there (right next to compaction_fwd.hh) is
because the database::table_truncate_state subclass needs the definition
of compaction_manager::compaction_reenabler subclass.
However, the former sub is not used outside of database.cc and can be
defined in .cc. Keeping it outside of the header allows dropping the
compaction_manager.hh from database.hh thus greatly reducing its fanout
over the code (from ~180 indirect inclusions down to ~20).

these warnings are found by Clang-17 after removing
`-Wno-unused-lambda-capture` and '-Wno-unused-variable' from
the list of disabled warnings in `configure.py`.
