The namespace usage in this directory is very inconsistent, with files
and classes scattered in:
* global namespace
* namespace compaction
* namespace sstables
With cases, where all three used in the same file. This code used to
live in sstables/ and some of it still retains namespace sstables as a
heritage of that time. The mismatch between the dir (future module) and
the namespace used is confusing, so finish the migration and move all
code in compaction/ to namespace compaction too.
This patch, although large, is mechanic and only the following kind of
changes are made:
* replace namespace sstable {} with namespace compaction {}
* add namespace compaction {}
* drop/add sstables::
* drop/add compaction::
* move around forward-declarations so they are in the correct namespace
context
This refactoring revealed some awkward leftover coupling between
sstables and compaction, in sstables/sstable_set.cc, where the
make_sstable_set() methods of compaction strategies are implemented.
Trying to run the test with more than one shard results in a failure
when generating sharding metadata:

This commit eliminates unused boost header includes from the tree.
Removing these unnecessary includes reduces dependencies on the
external Boost.Adapters library, leading to faster compile times
and a slightly cleaner codebase.

before this change, we rely on the default-generated fmt::formatter
created from operator<<, but fmt v10 dropped the default-generated
formatter.
in this change, we include `fmt/ranges.h` and/or `fmt/std.h`
for formatting the container types, like vector, map
optional and variant using {fmt} instead of the homebrew
formatter based on operator<<.
with this change, the changes adding fmt::formatter and
the changes using ostream formatter explicitly, we are
allowed to drop `FMT_DEPRECATED_OSTREAM` macro.

get0() dates back from the days where Seastar futures carried tuples, and
get0() was a way to get the first (and usually only) element. Now
it's a distraction, and Seastar is likely to deprecate and remove it.
Replace with seastar::future::get(), which does the same thing.
Instead of lengthy blurbs, switch to single-line, machine-readable
standardized (https://spdx.dev) license identifiers. The Linux kernel
switched long ago, so there is strong precedent.
Three cases are handled: AGPL-only, Apache-only, and dual licensed.
For the latter case, I chose (AGPL-3.0-or-later and Apache-2.0),
reasoning that our changes are extensive enough to apply our license.
The changes we applied mechanically with a script, except to
licenses/README.md.

Move replica-oriented classes to the replica namespace. The main
classes moved are ::database, ::keyspace, and ::table, but a few
ancillary classes are also moved. There are certainly classes that
should be moved but aren't (like distributed_loader) but we have
to start somewhere.
References are adjusted treewide. In many cases, it is obvious that
a call site should not access the replica (but the data_dictionary
instead), but that is left for separate work.
scylla-gdb.py is adjusted to look for both the new and old names.
The database, keyspace, and table classes represent the replica-only
part of the objects after which they are named. Reading from a table
doesn't give you the full data, just the replica's view, and it is not
consistent since reconciliation is applied on the coordinator.
As a first step in acknowledging this, move the related files to
a replica/ subdirectory.
There are now 231 translation units that indirectly include commitlog.hh
due to the need to have access to db::commitlog::force_sync.
Move that type to a new file commitlog_types.hh and make it available
without access to the commitlog class.
This reduces the number of translation units that depend on commitlog.hh
to 84, improving compile time.
C++20 introduced `contains` member functions for maps and sets for
checking whether an element is present in the collection. Previously
`count` function was often used in various ways.
`contains` does not only express the intend of the code better but also
does it in more unified way.
This commit replaces all the occurences of the `count` with the
`contains`.

In order to add tracing to places where it can be useful,
e.g. materialized view updates and hinted handoff, tracing state
is propagated to all applicable call sites.
This is just a trivial wrapper over initialized_later when using
sstring, but also works when std::string is used.

and replace all dht::global_partitioner().decorate_key
with dht::decorate_key
It is an improvement because dht::decorate_key takes schema
and uses it to obtain partitioner instead of using global
partitioner as it was before.

1. Move tests to test (using singular seems to be a convention
in the rest of the code base)
2. Move boost tests to test/boost, other
(non-boost) unit tests to test/unit, tests which are
expected to be run manually to test/manual.
Update configure.py and test.py with new paths to tests.
