1cfce430f1 replica/table: keep track of total pre-compression file size
Every table and sstable set keeps track of the total file size
of contained sstables.

Due to a feature request, we also want to keep track of the hypothetical
file size if Data files were uncompressed, to add a metric that
shows the compression ratio of sstables.

We achieve this by replacing the relevant `uint_64 bytes_on_disk`
counters everywhere with a struct that contains both the actual
(post-compression) size and the hypothetical pre-compression size.

This patch isn't supposed to change any observable behavior.
In the next patch, we will use these changes to add a new metric.

b17a36c071 tablets: read_tablet_mutations: use unfreeze_and_split_gently
Split the tablets mutations by number of rows, based on
`min_tablets_in_mutation` (currently calibrated to 1024),
similar to the splitting done in
`storage_service::merge_topology_snapshot`.

3c07e0e877 perf-tablets: change default tables and tablets-per-table
tablets-per-table must be a power of 2, so round up 10000 to 16K.
also, reduce number of tables to have a total of about 100K
tablets, otherwise we hit the maximum commitlog mutation size
limit in save_tablet_metadata.

a1ea553fe1 code: Replace distributed<> with sharded<>
The latter is recommended in seastar, and the former was left as
compatibility alias. Latest seastar explicitly marks it as deprecated so
once the submodule is updated, compilation logs will explode.

Most of the patch is generated with

3feb759943 everywhere: use utils::chunked_vector for list of mutations
Currently, we use std::vector<*mutation> to keep
a list of mutations for processing.
This can lead to large allocation, e.g. when the vector
size is a function of the number of tables.

Use a chunked vector instead to prevent oversized allocations.

`perf-simple-query --smp 1` results obtained for fixed 400MHz frequency
and PGO disabled:

c62865df90 db/config: add tablets_mode_for_new_keyspaces option
The new option deprecates the existing `enable_tablets` option.
It will be extended in the next patch with a 3rd value: "enforced"
while will enable tablets by default for new keyspace but
without the posibility to opt out using the `tablets = {'enabled':
false}` keyspace schema option.

53e6025aa6 repair: Wire repair_time in system.tablets for tombstone gc
The repair_time in system.tablets will be updated when repair runs
successfully. We can now use it to update the repair time for tombstone
gc, i.e, when the system.tablets.repair_time is propagated, call
gc_state.update_repair_time() on the node that is the owner of the
tablet.

Since b3b3e880d3 ("repair: Reduce hints and batchlog flush"), the
repair time that could be used for tombstone gc might be smaller than
when the repair is started, so the actual repair time for tombstone gc
is returned by the repair rpc call from the repair master node.

2b2db510b7 test/perf/perf_tablets: add tablet metadata reload perf measurement
Measure reload perf of full reload vs. partial reload, after changing a
single tablet.
While at it, modify the `--tablets-per-table` parameter, so that it has
a default parameter which works OOTB. The previous default was both too
large (causing oversized commitlog entry errors) and not a power of two.

0254cfc7d3 locator/tablets: make tablet_metadata cheap to copy
Keep lw_shared_ptr<tablet_map> in the tablet map and use COW semantics.
To prevent accidental changes to shared tablet_map instances, all
modifications to a tablet_map have to go through a new
`mutate_tablet_map()` method, which implements the copy-modify-swap
idiom.

aa1270a00c treewide: change assert() to SCYLLA_ASSERT()
assert() is traditionally disabled in release builds, but not in
scylladb. This hasn't caused problems so far, but the latest abseil
release includes a commit [1] that causes a 1000 insn/op regression when
NDEBUG is not defined.

Clearly, we must move towards a build system where NDEBUG is defined in
release builds. But we can't just define it blindly without vetting
all the assert() calls, as some were written with the expectation that
they are enabled in release mode.

To solve the conundrum, change all assert() calls to a new SCYLLA_ASSERT()
macro in utils/assert.hh. This macro is always defined and is not conditional
on NDEBUG, so we can later (after vetting Seastar) enable NDEBUG in release
mode.

83d491af02 config: Remove experimental TABLETS feature
... and replace it with boolean enable_tablets option. All the places
in the code are patched to check the latter option instead of the former
feature.

The option is OFF by default, but the default scylla.yaml file sets this
to true, so that newly installed clusters turn tablets ON.

a439ebcfce treewide: include fmt/ranges.h and/or fmt/std.h
before this change, we rely on the default-generated fmt::formatter
created from operator<<, but fmt v10 dropped the default-generated
formatter.

in this change, we include `fmt/ranges.h` and/or `fmt/std.h`
for formatting the container types, like vector, map
optional and variant using {fmt} instead of the homebrew
formatter based on operator<<.
with this change, the changes adding fmt::formatter and
the changes using ostream formatter explicitly, we are
allowed to drop `FMT_DEPRECATED_OSTREAM` macro.

f7851696fa tablets: Introduce read_required_hosts()
Will be used by topology loading code to determine which hosts are
needed in topology, even if they're in the left state. We want to load
only left nodes if they are referenced by any tablet, which may happen
temporarily until the replacement replica is rebuilt.

7cb1c10fed treewide: replace seastar::future::get0() with seastar::future::get()
get0() dates back from the days where Seastar futures carried tuples, and
get0() was a way to get the first (and usually only) element. Now
it's a distraction, and Seastar is likely to deprecate and remove it.

Replace with seastar::future::get(), which does the same thing.

3129ae3c8c treewide: compare signed and unsigned using std::cmp_*()
when comparing signed and unsigned numbers, the compiler promotes
the signed number to coomon type -- in this case, the unsigned type,
so they can be compared. but sometimes, it matters. and after the
promotion, the comparison yields the wrong result. this can be
manifested using a short sample like:

```
int main(int argc, char **argv) {
    int x = -1;
    unsigned y = 2;
    fmt::print("{}\n", x < y);
    return 0;
}
```

this error can be identified by `-Werror=sign-compare`, but before
enabling this compiling option. let's use `std::cmp_*()` to compare
them.

157fdb2f6d db/system_keyspace: remove dependency on storage_proxy
The methods that take storage_proxy as argument can now accept a
replica::database instead. So update their signatures and update all
callers. With that, system_keyspace.* no longer depends on storage_proxy
directly.
