The later includes the former and in addition to `seastar::format()`,
`print.hh` also provides helpers like `seastar::fprint()` and
`seastar::print()`, which are deprecated and not used by scylladb.
Previously, we include `seastar/core/print.hh` for using
`seastar::format()`. and in seastar 5b04939e, we extracted
`seastar::format()` into `seastar/core/format.hh`. this allows us
to include a much smaller header.
In this change, we just include `seastar/core/format.hh` in place of
`seastar/core/print.hh`.

Cassandra 4.1 announced a new option to create a role with:
`HASHED PASSWORD`. Example:
```
CREATE ROLE bob WITH HASHED PASSWORD = 'hashed_password';
```
We've already introduced another option following the same
semantics: `SALTED HASH`; example:
```
CREATE ROLE bob WITH SALTED HASH = 'salted_hash';
```
The change hasn't made it to any release yet, so in this commit
we rename it to `HASHED PASSWORD` to be compatible with Cassandra.
Additionally, we adjust existing tests to work against Cassandra too.

We introduce a way to create a role with explictly
provided salted hash.
The algorithm for creating a role with a password works
like this:
1. The user issues a statement `CREATE ROLE <role> WITH
PASSWORD = '<password>' <...>`.
2. Scylla produces a hash based on the value of
`<password>`.
3. Scylla puts the produced hash in `system.roles`,
in the column `salted_hash`.
The newly introduced way to create a role is based
on a new form of the create statement:
`CREATE ROLE <role> WITH SALTED HASH = '<salted_hash>`
The difference in the algorithm used for processing
this statement is that we insert `<salted_hash>`
into `system.roles` directly, without hashing it.
The rationale for introducing this new statement is that
we want to be able to restore roles. The original password
isn't stored anywhere in the database (as intended),
so we need to rely on the column `salted_hash`.
so that it is accessible from its caller. if we enforce the
compile-time format string check, the formatter would need the access to
the specialization of `fmt::formatter` of the arguments being foramtted.
to be prepared for this change, let's move the `fmt::formatter`
specialization up, otherwise we'd have following error after switching
to the compile-time format string check introduced by a recent seastar
change:

in in {fmt} before v10, it provides the specialization of `fmt::formatter<..>`
for `std::string_view` as well as the specialization of `fmt::formatter<..>`
for `fmt::string_view` which is an implementation builtin in {fmt} for
compatibility of pre-C++17. and this type is used even if the code is
compiled with C++ stadandard greater or equal to C++17. also, before v10,
the `fmt::formatter<std::string_view>::format()` is defined so it accepts
`std::string_view`. after v10, `fmt::formatter<std::string_view>` still
exists, but it is now defined using `format_as()` machinery, so it's
`format()` method does not actually accept `std::string_view`, it
accepts `fmt::string_view`, as the former can be converted to
`fmt::string_view`.
this is why we can inherit from `fmt::formatter<std::string_view>` and
use `formatter<std::string_view>::format(foo, ctx);` to implement the
`format()` method with {fmt} v9, but we cannot do this with {fmt} v10,
and we would have following compilation failure:

because the inherited `format()` method actually comes from
`fmt::formatter<fmt::string_view>`. to reduce the confusion, in this
change, we just inherit from `fmt::format<string_view>`, where
`string_view` is actually `fmt::string_view`. this follows
the document at
https://fmt.dev/latest/api.html#formatting-user-defined-types,
and since there is less indirection under the hood -- we do not
use the specialization created by `FMT_FORMAT_AS` which inherit
from `formatter<fmt::string_view>`, hopefully this can improve
the compilation speed a little bit. also, this change addresses
the build failure with {fmt} v10.

this is a part of a series to migrating from `operator<<(ostream&, ..)`
based formatting to fmtlib based formatting. the goal here is to enable
fmtlib to print `auth::auth_authentication_options`
without the help of fmt::ostream. its `operator<<(ostream,..)` is
reimplemented using fmtlib accordingly to ease the review.

Instead of lengthy blurbs, switch to single-line, machine-readable
standardized (https://spdx.dev) license identifiers. The Linux kernel
switched long ago, so there is strong precedent.
Three cases are handled: AGPL-only, Apache-only, and dual licensed.
For the latter case, I chose (AGPL-3.0-or-later and Apache-2.0),
reasoning that our changes are extensive enough to apply our license.
The changes we applied mechanically with a script, except to
licenses/README.md.

sprint() recently became more strict, throwing on sprint("%s", 5). Replace
with the more modern format().
Mechanically converted with https://github.com/avikivity/unsprint.
While it's undefined behavior to pass an unsupported option to a
specific authenticator directly, the `auth::service` layer will check
options and throw this exception. It is turned into a
`invalid_request_exception` by the CQL layer.
This is a large change, but it's a necessary evil.
This change brings us to a minimally-functional implementation of roles.
There are many additional changes that are necessary, including refined
grammar, bug fixes, code hygiene, and internal code structure changes.
In the interest of keeping this patch somewhat read-able, those changes
will come in subsequent patches. Until that time, roles are still marked
"unimplemented".
IMPORTANT: This code does not include any mechanism for transitioning a
cluster from user-based access-control to role-based access control. All
existing access-control metadata will be ignored (though not deleted).
Specific changes:
- All user-specific CQL statements now delegate to their roles
equivalent. The statements are effectively the same, but CREATE USER
will include LOGIN automatically. Also, LIST USERS only lists roles
with LOGIN.
- A call to LIST PERMISSIONS will now also list permissions of roles
that have been granted to the caller, in addition to permissions which
have been granted directly.
- Much of the logic of creating, altering, and deleting roles has been
moved to `auth::service`, since these operations require cooperation
between the authenticator, authorizer, and role-manager.
- LIST USERS actually works as expected now (fixes#2968).
The set of allowed options is quite small, so we benefit from a static
representation (member variables) over a dynamic map.
We also logically move the "OPTIONS" option to the domain of the
authenticator (from user management), since this is where it is applied.
This refactor also aims to reduce compilation time by moving
`authentication_options` into its own header file.
While changes to `user_options` were necessary to accommodate the new
structure, that class will be deprecated shortly in the switch to roles.
Therefore, the changes are strictly temporary.
