c59a7db1c9 service_level_controller: automatically create sl:driver
This commit:
  - Increases the number of allowed scheduling groups to allow the
    creation of `sl:driver`.
  - Adds the `DRIVER_SERVICE_LEVEL` feature, which prevents creating
    `sl:driver` until all nodes have increased the number of
    scheduling groups.
  - Starts using `get_create_driver_service_level_mutations`
    to unconditionally create `sl:driver` on
    `raft_initialize_discovery_leader`. The purpose of this code
    path is ensuring existence of `sl:driver` in new system and tests.
  - Starts using `migrate_to_driver_service_level` to create `sl:driver`
    if it is not already present. The creation of `sl:driver` is
    managed by `topology_coordinator`, similar to other system keyspace
    updates, such as the `view_builder` migration. The purpose of this
    code path is handling upgrades.
  - Modifies related tests to pass after `sl:driver` is added.

Later in this patch series, `sl:driver` will be used by
`transport/server` to handle selected traffic, such as the driver's
schema and topology fetches.

7ff0d7ba98 tree: Remove unused boost headers
This commit eliminates unused boost header includes from the tree.

Removing these unnecessary includes reduces dependencies on the
external Boost.Adapters library, leading to faster compile times
and a slightly cleaner codebase.

15c252fd8f Merge 'docs: Update documentation on CREATE ROLE WITH HASHED PASSWORD' from Dawid Mędrek
As part of #18750, we added a CQL statement CREATE ROLE WITH SALTED HASH that prevented hashing a password when creating a role, effectively leading to inserting a hash given by the user directly into the database. In #21350, we noticed that Cassandra had implemented a CQL statement of similar semantics but different syntax. We decided to rename Scylla's statement to be compatible with Cassandra. Unfortunately, we didn't notice one more difference between what we had in Scylla and what was part of Cassandra.

Scylla's statement was originally supposed to only be used when restoring the schema and the user needn't have to be aware of its existence at all: the database produced a sequence of CQL statements that the user saved to a file and when a need to restore the schema arose, they would execute the contents of the file. That's why that although we documented the feature, it was only done in the necessary places. Those that weren't related to the backup & restore procedure were deliberately skipped.

Cassandra, on the other hand, added the statement for a different purpose (for details, see the relevant issue) and it was supposed to be used by the user by design. The statement is also documented as such.

Since we want to preserve compatibility with Cassandra, we document the statement and its semantics in the user documentation, explicitly implying that it can be used by the user.

We also add a test verifying that logging in works correctly.

03461d6a54 test: compile unit tests into a single executable
To reduce test executable size and speed up compilation time, compile unit
tests into a single executable.

Here is a file size comparison of the unit test executable:

- Before applying the patch
$ du -h --exclude='*.o' --exclude='*.o.d' build/release/test/boost/ build/debug/test/boost/
11G	build/release/test/boost/
29G	build/debug/test/boost/

- After applying the patch
du -h --exclude='*.o' --exclude='*.o.d' build/release/test/boost/ build/debug/test/boost/
5.5G	build/release/test/boost/
19G	build/debug/test/boost/

It reduces executable sizes 5.5GB on release, and 10GB on debug.

e365653560 test/boost: Add test for creating roles with hashed passwords
We add a new test verifying that after creating a role with a hashed
password using one of the supported encryption algorithms: bcrypt,
sha256, sha512, or md5, the user can successfully log in.

48c8d24345 treewide: drop support for fmt < v10
since fedora 38 is EOL. and fedora 39 comes with fmt v10.0.0, also,
we've switched to the build image based on fedora 40, which ships
fmt-devel v10.2.1, there is no need to support fmt < 10.

in this change, we drop the support fmt < 10.

b984488552 cql3: Rename SALTED HASH to HASHED PASSWORD
Cassandra 4.1 announced a new option to create a role with:
`HASHED PASSWORD`. Example:

```
CREATE ROLE bob WITH HASHED PASSWORD = 'hashed_password';
```

We've already introduced another option following the same
semantics: `SALTED HASH`; example:

```
CREATE ROLE bob WITH SALTED HASH = 'salted_hash';
```

The change hasn't made it to any release yet, so in this commit
we rename it to `HASHED PASSWORD` to be compatible with Cassandra.

Additionally, we adjust existing tests to work against Cassandra too.

7b10cc8079 treewide: include seastar headers with brackets
this change was created in the same spirit of ebff5f5d.

despite that we include Seastar as a submodule, Seastar is not a
part of scylla project. so we'd better include its headers using
brackets.

ebff5f5d addressed this cosmetic issue a while back. but probably
clangd's header-insertion helped some of contributor to insert
the missing headers with `"`. so this style of `include` returned
to the tree with these new changes.

unfortunately, clangd does not allow us to configure the style
of `include` at the time of writing.

5ba7d1b116 cql3: auth: use mutation collector for drop role and auto-revoke
The main theme of this commit is executing drop
keyspace/table/aggregate/function statements in a single
transaction together with auth auto-revoke logic.
This is the logic which cleans related permissions after
resource is deleted.

It contains serveral parts which couldn't easily be split
into separate commits mainly because mutation collector related
paths can't be mixed together. It would require holding multiple
guards which we don't support. Another reason is that with mutation
collector the changes are announced in a single place, at the end
of statement execution, if we'd announce something in the middle
then it'd lead to raft concurrent modification infinite loop as it'd
invalidate our guard taken at the begining of statement execution.

So this commit contains:

- moving auto-revoke code to statement execution from migration_listener
 * only for auth-v2 flow, to not break the old one
 * it's now executed during statement execution and not merging schemas,
   which means it produces mutations once as it should and not on each
   node separately
 * on_before callback family wasn't used because I consider it much
   less readable code. Long term we want to remove
   auth_migration_listener.

- adding mutation collector to revoke_all
 * auto-revoke uses this function so it had to be changed,
   auth::revoke_all free function wrapper was added as cql3
   layer should not use underlying_authorizer() directly.

- adding mutation collector to drop_role
 * because it depends on revoke_all and we can't mix old and new flows
 * we need to switch all functions auth::drop_role call uses
 * gradual use of previously introduced modify_membership, otherwise
   we would need to switch even more code in this commit

2a6cfbfb33 cql3: auth: use mutation collector for create role statement
This is done to achieve single transaction semantics.

grant_permissions_to_creator is logically part of create role
but its change will be included in following commits
as it spans multiple usages.

Additinally we disabled rollback during create role as
it won't work and is not needed with single transaction logic.

2ab143fb40 db: auth: move auth tables to system keyspace
Separate keyspace which also behaves as system brings
little benefit while creating some compatibility problems
like schema digest mismatch during rollback. So we decided
to move auth tables into system keyspace.

a439ebcfce treewide: include fmt/ranges.h and/or fmt/std.h
before this change, we rely on the default-generated fmt::formatter
created from operator<<, but fmt v10 dropped the default-generated
formatter.

in this change, we include `fmt/ranges.h` and/or `fmt/std.h`
for formatting the container types, like vector, map
optional and variant using {fmt} instead of the homebrew
formatter based on operator<<.
with this change, the changes adding fmt::formatter and
the changes using ostream formatter explicitly, we are
allowed to drop `FMT_DEPRECATED_OSTREAM` macro.

3c5afb2d5c test: Enable Scylla test command line options for boost tests
We have enabled the command line options without changing a
single line of code, we only had to replace old include
with scylla_test_case.hh.

Next step is to add x-log-compaction-groups options, which will
determine the number of compaction groups to be used by all
instantiations of replica::table.

fcb8d040e8 treewide: use Software Package Data Exchange (SPDX) license identifiers
Instead of lengthy blurbs, switch to single-line, machine-readable
standardized (https://spdx.dev) license identifiers. The Linux kernel
switched long ago, so there is strong precedent.

Three cases are handled: AGPL-only, Apache-only, and dual licensed.
For the latter case, I chose (AGPL-3.0-or-later and Apache-2.0),
reasoning that our changes are extensive enough to apply our license.

The changes we applied mechanically with a script, except to
licenses/README.md.

bbad8f4677 replica: move ::database, ::keyspace, and ::table to replica namespace
Move replica-oriented classes to the replica namespace. The main
classes moved are ::database, ::keyspace, and ::table, but a few
ancillary classes are also moved. There are certainly classes that
should be moved but aren't (like distributed_loader) but we have
to start somewhere.

References are adjusted treewide. In many cases, it is obvious that
a call site should not access the replica (but the data_dictionary
instead), but that is left for separate work.

scylla-gdb.py is adjusted to look for both the new and old names.

bc75e2c1d1 treewide: wrap runtime formats with fmt::runtime for fmt 8
fmt 8 checks format strings at compile time, and requires that
non-compile-time format strings be wrapped with fmt::runtime().

Do that, and to allow coexistence with fmt 7, supply our own
do-nothing version of fmt::runtime() if needed. Strictly speaking
we shouldn't be introducing names into the fmt namespace, but this
is transitional only.

389a0a52c9 treewide: revamp workload type for service levels
This patch is not backward compatible with its original,
but it's considered fine, since the original workload types were not
yet part of any release.
The changes include:
 - instead of using 'unspecified' for declaring that there's no workload
   type for a particular service level, NULL is used for that purpose;
   NULL is the standard way of representing lack of data
 - introducing a delete marker, which accompanies NULL and makes it
   possible to distinguish between wanting to forcibly reset a workload
   type to unspecified and not wanting to change the previous value
 - updating the tests accordingly

These changes come in as a single patch, because they're intertwined
with each other and the tests for workload types are already in place;
an attempt to split them proved to be more complicated than it's worth.

1beb57ad9d auth: Permit ALTER options on system_auth tables
These alterations cannot break the database irreparably, so allow
them.

Expand command_desc as required.

Add a type (rather than command_desc) parameter to
has_column_family_access() to minimize code changes.

1c8736f998 tests: move all test source files to their new locations
1. Move tests to test (using singular seems to be a convention
   in the rest of the code base)
2. Move boost tests to test/boost, other
   (non-boost) unit tests to test/unit, tests which are
   expected to be run manually to test/manual.

Update configure.py and test.py with new paths to tests.
