77435206b9 code: Move limiting data source to test/lib
Only two tests use it now -- the limit-data-source-test iself and a test
that validates continuous_data_consumer template.

111b376d0d util: Simplify limiting_data_source API
The source maintains "limit generator" -- a function that returns the
maximum size of bytes to return from the next buffer.

Currently all callers just return constant numbers from it. Passing a
function that returns non-constant one can, probably, be used for a
fuzzy test, but even the limiting-data-source-test itself doesn't do it,
so what's the point...

4639681907 test: Use seastar::util::temporary_buffer_data_source in data consumer test
The test creates buffer_data_source_impl and wraps it with limiting data
source. The former data_source duplicates the functionality of the
existing seastar temporary_buffer_data_source.

This patch makes the test code use seastar facility. The
buffer_data_source_impl will be removed soon.

76f0d5e35b reader_permit: store schema_ptr instead of raw schema pointer
Store schema_ptr in reader permit instead of storing a const pointer to
schema to ensure that the schema doesn't get changed elsewhere when the
permit is holding on to it. Also update the constructors and all the
relevant callers to pass down schema_ptr instead of a raw pointer.

3c5afb2d5c test: Enable Scylla test command line options for boost tests
We have enabled the command line options without changing a
single line of code, we only had to replace old include
with scylla_test_case.hh.

Next step is to add x-log-compaction-groups options, which will
determine the number of compaction groups to be used by all
instantiations of replica::table.

fcb8d040e8 treewide: use Software Package Data Exchange (SPDX) license identifiers
Instead of lengthy blurbs, switch to single-line, machine-readable
standardized (https://spdx.dev) license identifiers. The Linux kernel
switched long ago, so there is strong precedent.

Three cases are handled: AGPL-only, Apache-only, and dual licensed.
For the latter case, I chose (AGPL-3.0-or-later and Apache-2.0),
reasoning that our changes are extensive enough to apply our license.

The changes we applied mechanically with a script, except to
licenses/README.md.

507bdfc36a tests: add test for skipping bytes at end of consumer
The new tests confirms that the regression issue, where
we didn't correctly skip bytes at the end of a
continuous_data_consumer range, is fixed.

936619a8d3 sstables/continuous_data_consumer: track buffers used for parsing
Based on heap profiling, buffers used for storing half-parsed fields are
a major contributor to the overall memory consumption of reads. This
memory was completely "under the radar" before. Track it by using
tracked `temporary_buffer` instances everywhere in
`continuous_data_consumer`. As `continuous_data_consumer` is the basis
for parsing all index and data files, adding the tracing here
automatically covers all data, index and promoted index parsing.

I'm almost convinced that there is a better place to store the `permit`
then the three places now, but so far I was unable to completely
decipher the our data/index file parsing class hierarchy.

1c8736f998 tests: move all test source files to their new locations
1. Move tests to test (using singular seems to be a convention
in the rest of the code base)
2. Move boost tests to test/boost, other
(non-boost) unit tests to test/unit, tests which are
expected to be run manually to test/manual.

Update configure.py and test.py with new paths to tests.
