6b9fcc6ca3 auth: add CDC streams and timestamps to vector search permissions
It turns out that the cdc driver requires permissions to two additional system tables. This patch adds them to VECTOR_SEARCH_INDEXING and modifies the unit tests. The integration with vector store was tested manually, integration tests will be added in vector-store repository in a follow up PR.

e2e479f20d auth: fix cdc vector search indexing permission bug
VECTOR_SEARCH_INDEXING permission didn't work on cdc tables as we mistakenly checked for vector indexes on the cdc table insted of the base.
This patch fixes that and adds a test that validates this behavior.

ce3320a3ff auth: add system table permissions to VECTOR_SEARCH_INDEXING
Due to the recent changes in the vector store service,
the service needs to read two of the system tables
to function correctly. This was not accounted for
when the new permission was added. This patch fixes that
by allowing these tables (group0_history and versions)
to be read with the VECTOR_SEARCH_INDEXING permission.

We also add a test that validates this behavior.

ca62effdd2 vector_search: Restrict vector index tests to tablets only
Vector indexes are going to be supported only for tablets (see VECTOR-322).
As a result, tests using vector indexes will be failing when run with vnodes.

This change ensures tests using vector indexes run exclusively with tablets.

e8fb745965 test: add tests for VECTOR_SEARCH_INDEXING permission
This commit adds tests to verify the expected
behavior of the VECTOR_SEARCH_INDEXING permission,
that is, allowing GRANTing this permission only on
ALL KEYSPACES and allowing SELECT queries only on tables
with vector indexes when the user has this permission

5571b537b5 tree: Make values mutable to enable move semantics
Previously, variables were marked as const, causing std::move() calls to
be redundant as reported by GCC warnings. This change either removes
const qualifiers or marks related lambdas as mutable, allowing the
compiler to properly utilize move constructors for better performance.

03461d6a54 test: compile unit tests into a single executable
To reduce test executable size and speed up compilation time, compile unit
tests into a single executable.

Here is a file size comparison of the unit test executable:

- Before applying the patch
$ du -h --exclude='*.o' --exclude='*.o.d' build/release/test/boost/ build/debug/test/boost/
11G	build/release/test/boost/
29G	build/debug/test/boost/

- After applying the patch
du -h --exclude='*.o' --exclude='*.o.d' build/release/test/boost/ build/debug/test/boost/
5.5G	build/release/test/boost/
19G	build/debug/test/boost/

It reduces executable sizes 5.5GB on release, and 10GB on debug.

3e84d43f93 treewide: use seastar::format() or fmt::format() explicitly
before this change, we rely on `using namespace seastar` to use
`seastar::format()` without qualifying the `format()` with its
namespace. this works fine until we changed the parameter type
of format string `seastar::format()` from `const char*` to
`fmt::format_string<...>`. this change practically invited
`seastar::format()` to the club of `std::format()` and `fmt::format()`,
where all members accept a templated parameter as its `fmt`
parameter. and `seastar::format()` is not the best candidate anymore.
despite that argument-dependent lookup (ADT for short) favors the
function which is in the same namespace as its parameter, but
`using namespace` makes `seastar::format()` more competitive,
so both `std::format()` and `seastar::format()` are considered
as the condidates.

that is what is happening scylladb in quite a few caller sites of
`format()`, hence ADT is not able to tell which function the winner
in the name lookup:

in this change, we

change all `format()` to either `fmt::format()` or `seastar::format()`
with following rules:
- if the caller expects an `sstring` or `std::string_view`, change to
  `seastar::format()`
- if the caller expects an `std::string`, change to `fmt::format()`.
  because, `sstring::operator std::basic_string` would incur a deep
  copy.

we will need another change to enable scylladb to compile with the
latest seastar. namely, to pass the format string as a templated
parameter down to helper functions which format their parameters.
to miminize the scope of this change, let's include that change when
bumping up the seastar submodule. as that change will depend on
the seastar change.

in this change, we trade the `boost_test_print_type()` overloads
for the generic template of `boost_test_print_type()`, except for
those in the very small tests, which presumably want to keep
themselves relative self-contained.

a439ebcfce treewide: include fmt/ranges.h and/or fmt/std.h
before this change, we rely on the default-generated fmt::formatter
created from operator<<, but fmt v10 dropped the default-generated
formatter.

in this change, we include `fmt/ranges.h` and/or `fmt/std.h`
for formatting the container types, like vector, map
optional and variant using {fmt} instead of the homebrew
formatter based on operator<<.
with this change, the changes adding fmt::formatter and
the changes using ostream formatter explicitly, we are
allowed to drop `FMT_DEPRECATED_OSTREAM` macro.

7cb1c10fed treewide: replace seastar::future::get0() with seastar::future::get()
get0() dates back from the days where Seastar futures carried tuples, and
get0() was a way to get the first (and usually only) element. Now
it's a distraction, and Seastar is likely to deprecate and remove it.

Replace with seastar::future::get(), which does the same thing.

aec0db1b96 cql_auth_query_test.cc: do not rely on templated operator<<
This change is intended to remove the dependency to
operator<<(std::ostream&, const std::unordered_set<seastar::sstring>&)
from test/boost/cql_auth_query_test.cc.

It prepares the test for removal of the templated helpers.
Such removal is one of goals of the referenced issue that is linked below.

d2ef55b12c test: use NetworkTopologyStrategy in all unit tests
As described in https://github.com/scylladb/scylladb/issues/8638,
we're moving away from `SimpleStrategy`, in the future
it will become deprecated.

We should remove all uses of it and replace them
with `NetworkTopologyStrategy`.

This change replaces `SimpleStrategy` with
`NetworkTopologyStrategy` in all unit tests,
or at least in the ones where it was reasonable to do so.
Some of the tests were written explicitly to test the
`SimpleStrategy` strategy, or changing the keyspace from
`SimpleStrategy` to `NetworkTopologyStrategy`.
These tests were left intact.
It's still a feature that is supported,
even if it's slowly getting deprecated.

The typical way to use `NetworkTopologyStrategy` is
to specify a replication factor for each datacenter.
This could be a bit cumbersome, we would have to fetch
the list of datacenters, set the repfactors, etc.

Luckily there is another way - we can just specify
a replication factor to use for or each existing
datacenter, like this:
```cql
CREATE KEYSPACE {} WITH REPLICATION =
{'class' : 'NetworkTopologyStrategy', 'replication_factor' : 1};
```

This makes the change rather straightforward - just replace all
instances of `'SimpleStrategy'', with `'NetworkTopologyStrategy'`.

3c5afb2d5c test: Enable Scylla test command line options for boost tests
We have enabled the command line options without changing a
single line of code, we only had to replace old include
with scylla_test_case.hh.

Next step is to add x-log-compaction-groups options, which will
determine the number of compaction groups to be used by all
instantiations of replica::table.

fcb8d040e8 treewide: use Software Package Data Exchange (SPDX) license identifiers
Instead of lengthy blurbs, switch to single-line, machine-readable
standardized (https://spdx.dev) license identifiers. The Linux kernel
switched long ago, so there is strong precedent.

Three cases are handled: AGPL-only, Apache-only, and dual licensed.
For the latter case, I chose (AGPL-3.0-or-later and Apache-2.0),
reasoning that our changes are extensive enough to apply our license.

The changes we applied mechanically with a script, except to
licenses/README.md.

8393ee2e54 cql3: Permit views sync when a table is modified
Previously we required MODIFY permissions on all materialized views in
order to modify a table.  This is wrong, because the views should be
synced to the table unconditionally.  For the same reason,
users *shouldn't* be granted MODIFY on views, to prevent them manually
changing (and breaking) a view.

This patch removes an explicit permissions check in
modification_statement introduced by 65535b3.  It also tests that a
user can indeed modify a table they are allowed to modify, regardless
of lacking permissions on the table's views and indices.

Fixes #5205.

1c8736f998 tests: move all test source files to their new locations
1. Move tests to test (using singular seems to be a convention
   in the rest of the code base)
2. Move boost tests to test/boost, other
   (non-boost) unit tests to test/unit, tests which are
   expected to be run manually to test/manual.

Update configure.py and test.py with new paths to tests.
