This commit eliminates unused boost header includes from the tree.
Removing these unnecessary includes reduces dependencies on the
external Boost.Adapters library, leading to faster compile times
and a slightly cleaner codebase.

To reduce test executable size and speed up compilation time, compile unit
tests into a single executable.
Here is a file size comparison of the unit test executable:
- Before applying the patch
$ du -h --exclude='*.o' --exclude='*.o.d' build/release/test/boost/ build/debug/test/boost/
11G build/release/test/boost/
29G build/debug/test/boost/
- After applying the patch
du -h --exclude='*.o' --exclude='*.o.d' build/release/test/boost/ build/debug/test/boost/
5.5G build/release/test/boost/
19G build/debug/test/boost/
It reduces executable sizes 5.5GB on release, and 10GB on debug.

Our "sstring_view" is an historic alias for the standard std::string_view.
The test/ directory used this old alias in a few of random places, let's
change them to use the standard type name.

This includes way too much, including <boost/regex.hpp>, which is huge.
Drop includes of adaptors.hpp and replace by what is needed.

this change was created in the same spirit of 505900f18f. because
we are deprecating the operator<< for vector and unorderd_map in
Seastar, some tests do not compile anymore if we disable these
operators. so to be prepared for the change disabling them, let's
include test/lib/test_utils.hh for accessing the printer dedicated
for Boost.test. and also '#include <fmt/ranges.h>' when necessary,
because, in order to format the ranges using {fmt}, we need to
use fmt/ranges.h.

Some test cases that use cql_test_env involve paxos state updates. Since
this update is becoming via proxy->remote->system_keyspace those test
cases need cql_test_env to initialize the remote part of the proxy too

We have enabled the command line options without changing a
single line of code, we only had to replace old include
with scylla_test_case.hh.
Next step is to add x-log-compaction-groups options, which will
determine the number of compaction groups to be used by all
instantiations of replica::table.

When executing internal queries, it is important that the developer
will decide if to cache the query internally or not since internal
queries are cached indefinitely. Also important is that the programmer
will be aware if caching is going to happen or not.
The code contained two "groups" of `query_processor::execute_internal`,
one group has caching by default and the other doesn't.
Here we add overloads to eliminate default values for caching behaviour,
forcing an explicit parameter for the caching values.
All the call sites were changed to reflect the original caching default
that was there.

Instead of lengthy blurbs, switch to single-line, machine-readable
standardized (https://spdx.dev) license identifiers. The Linux kernel
switched long ago, so there is strong precedent.
Three cases are handled: AGPL-only, Apache-only, and dual licensed.
For the latter case, I chose (AGPL-3.0-or-later and Apache-2.0),
reasoning that our changes are extensive enough to apply our license.
The changes we applied mechanically with a script, except to
licenses/README.md.

Prepare for the upcoming strict ALLOW FILTERING check by modifying
unit-test queries that need it. Current code allows such queries both
with and without ALLOW FILTERING; future code will reject them without
ALLOW FILTERING.

Timeout config is now stored in each connection, so there's no point
in tracking it inside each query as well. This patch removes
timeout_config from query_options and follows by removing now
unnecessary parameters of many functions and constructors.
The `query_processor::query` method allowed internal paged queries.
However, it was quite limited, hardcoding a number of parameters:
consistency level, timeout config, page size.
This commit does the following improvements:
1. Rename `query` to `query_internal` to make it obvious that this API
is supposed to be used for internal queries only
2. Extend the method to take consistency level, timeout config, and page
size as parameters
3. Remove unused overloads of `query_internal`
4. Fix a bunch of typos / grammar issues in the docstring
Implements a counter of executions of SELECT queries with ALLOW FILTERING option.

1. Move tests to test (using singular seems to be a convention
in the rest of the code base)
2. Move boost tests to test/boost, other
(non-boost) unit tests to test/unit, tests which are
expected to be run manually to test/manual.
Update configure.py and test.py with new paths to tests.
