'static inline' is always wrong in headers - if the same header is
included multiple times, and the function happens not to be inlined,
then multiple copies of it will be generated.
Fix by mechanically changing '^static inline' to 'inline'.
Instead of lengthy blurbs, switch to single-line, machine-readable
standardized (https://spdx.dev) license identifiers. The Linux kernel
switched long ago, so there is strong precedent.
Three cases are handled: AGPL-only, Apache-only, and dual licensed.
For the latter case, I chose (AGPL-3.0-or-later and Apache-2.0),
reasoning that our changes are extensive enough to apply our license.
The changes we applied mechanically with a script, except to
licenses/README.md.

In the upcoming IMR removal patch we will need read_simple() and similar helpers
for FragmentedView outside of types.hh. For now, let's move them to
fragment_range.hh, where FragmentedView is defined. Since it's a widely included
header, we should consider moving them to a more specialized header later.
Seastar recently lost support for the experimental Concepts Technical
Specification (TS) and gained support for C++20 concepts. Re-enable
concepts in Scylla by updating our use of concepts to the C++20
standard.
This change:
- peels off uses of the GCC6_CONCEPT macro
- removes inclusions of <seastar/gcc6-concepts.hh>
- replaces function-style concepts (no longer supported) with
equation-style concepts
- semicolons added and removed as needed
- deprecated std::is_pod replaced by recommended replacement
- updates return type constraints to use concepts instead of
type names (either std::same_as or std::convertible_to, with
std::same_as chosen when possible)
No attempt is made to improve the concepts; this is a specification
update only.

Not just bytes::output_iterator. Allow writing into streams other than
just `bytes`. In fact we should be very careful with writing into
`bytes` as they require potentially large contiguous allocations.
The `write()` method is now templatized also on the type of its first
argument, which now accepts any CharOutputIterator. Due to our poor
usage of namespace this now collides with `write` defined inside
`db/commitlog/commitlog.cc`. Luckily, the latter doesn't really have to
be templatized on the data type it reads from, and de-templatizing it
resolves the clash.

Use the same templated implementation for all different serialize_XXX(...).
The chosen implementation is based on the std::copy_n(char*, size, OutputIterator),
which is heavily optimized and will be using memcpy/memmove where possible.
This patch also removes the not needed specializations that accept signed integer
values since we were casting them to unsigned value anyway.
The std::ostream based specifications are also removed since they are not used
anywhere except for a test-serialization.cc and adjusting the ostream to the iterator
is a single-liner.
