fa2b0384d2 Replace std::experimental types with C++17 std version. 
Replace stdx::optional and stdx::string_view with the C++ std
counterparts.

Some instances of boost::variant were also replaced with std::variant,
namely those that called seastar::visit.

Scylla now requires GCC 8 to compile.

f7438a8b96 mutable_view: add default constructor and const_iterator 
Makes the interface more consistent with bytes_view.

0ed2352ade utils: introduce mutable_view 
std::basic_string_view does not allow modifying the underlying buffer.
This patch introduces a mutable_view which permits that.
