73aff1fc95 api: export system uptime via REST 
This will be useful for tools like nodetool that want to query the uptime
of the system.

ba1e6adf2a Adding the system swagger definition 
The system api will include system related command, currently it holds
the logger related API. It holds definition for the following commands:
get_all_logger_names
set_all_logger_level
get_logger_level
set_logger_level
