Documentation for --gather-metric parameter was missing. This functionality can
break regular flow of using test.py, because of possible misconfiguration of
the cgroup on the local machine. Added explanation how to deal with potential
issue of gathering metrics functionality and how to switch it off.

Python and Python developers don't like directory names to include a
minus sign, like "cql-pytest". In this patch we rename test/cql-pytest
to test/cqlpy, and also change a few references in other code (e.g., code
that used test/cql-pytest/run.py) and also references to this test suite
in documentation and comments.
Arguably, the word "test" was always redundant in test/cql-pytest, and
I want to leave the "py" in test/cqlpy to emphasize that it's Python-based
tests, contrasting with test/cql which are CQL-request-only approval
tests.

There's a nasty scenario when this searching plays bad joke.
When CI picks up a new branch and notices, that a test had changed, it
spawns a custom job with test.py --repeat 100 $changed_test_name in
it. Next, when the test.py tries opt-in test name matching, it uses the
wildcard search and can pick up extra unwanted tests into the run.
To solve this, the case-selection syntax is extended. Now if the caller
specifies `suite/test::*` as test, the test file is selected by exact
name match, but the specific test-case is not selected, the `*` makes it
run all cases.

The test.py usage is documented, the ability to run a specific test by
its name is described in doc. Extend it with the new ability to run
specific test case as well.
