66e43912d6 code: Switch to seastar API level 7
In that level no io_priority_class-es exist. Instead, all the IO happens
in the context of current sched-group. File API no longer accepts prio
class argument (and makes io_intent arg mandatory to impls).

So the change consists of
- removing all usage of io_priority_class
- patching file_impl's inheritants to updated API
- priority manager goes away altogether
- IO bandwidth update is performed on respective sched group
- tune-up scylla-gdb.py io_queues command

The first change is huge and was made semi-autimatically by:
- grep io_priority_class | default_priority_class
- remove all calls, found methods' args and class' fields

Patching file_impl-s is smaller, but also mechanical:
- replace io_priority_class& argument with io_intent* one
- pass intent to lower file (if applicatble)

Dropping the priority manager is:
- git-rm .cc and .hh
- sed out all the #include-s
- fix configure.py and cmakefile

The scylla-gdb.py update is a bit hairry -- it needs to use task queues
list for IO classes names and shares, but to detect it should it checks
for the "commitlog" group is present.

f1a039fc2b treewide: use ::for_partition_start() instead of ::partition_start_tag_t{}
We just added a convenience static factory method for partition start,
change the present users of the clunky constructor+tag to use it
instead.

a8cbf66573 mutation_fragment_stream_validator: move active tomsbtone validation into low level validator
Currently the active range tombstone change is validated in the high
level `mutation_fragment_stream_validating_stream`, meaning that users of
the low-level `mutation_fragment_stream_validator` don't benefit from
checking that tombstones are properly closed.
This patch moves the validation down to the low-level validator (which
is what the high-level one uses under the hood too), and requires all
users to pass information about changes to the active tombstone for each
fragment.

95c8d65949 treewide: fix compilation issues with fmtlib 8.1.0+
Due to fd62fba985
scoped enums are not automatically converted to integers anymore,
this is the intended behavior, according to the fmtlib devs.

A bit nicer solution would be to use `std::to_underlying`
instead of a direct `static_cast`, but it's not available until
C++23 and some compilers are still missing the support for it.

105bf8888a sstables: convert mx writer to v2
The sstables::sstable class has two methods for writing sstables:
1) sstable_writer get_writer(...);
2) future<> write_components(flat_mutation_reader, ...);

(1) directly exposes the writer type, so we have to update all users of
it (there is not that many) in this same patch. We defer updating
users of (2) to a follow-up commits.

fcb8d040e8 treewide: use Software Package Data Exchange (SPDX) license identifiers
Instead of lengthy blurbs, switch to single-line, machine-readable
standardized (https://spdx.dev) license identifiers. The Linux kernel
switched long ago, so there is strong precedent.

Three cases are handled: AGPL-only, Apache-only, and dual licensed.
For the latter case, I chose (AGPL-3.0-or-later and Apache-2.0),
reasoning that our changes are extensive enough to apply our license.

The changes we applied mechanically with a script, except to
licenses/README.md.

4271c4edcd sstables: Fix metric currently_open_for_writing
metric currently_open_for_writing, used to inform # of sstables opened for writing,
holds the same value as total_open_for_writing. that means we aren't actually
decreasing the counter, so it is bogus.

Moved to sstable_writer, because sstable is used by writer to open files,
which are then extracted from sstable object, and later the same object is
reused for read-only mode.

Fixes #9455.

8293384189 sstables: Always use MC/MD writer
Previous patch made MC the lowest sstables format in use so
the removed check is always true now and we can remove the else
part.

cb4d92aae4 sstable_writer: add validation
Add a mutation_fragment_stream_validating_filter to
sstables::writer_impl and use it in sstable_writer to validate the
fragment stream passed down to the writer implementation. This ensures
that all fragment streams written to disk are validated, and we don't
have to worry about validating each source separately.

The current validator from sstable::write_components() is removed. This
covers only part of the write paths. Ad-hoc validations in the reader
implementations are removed as well as they are now redundant.
