40ce52c3cc test: use generic boost_test_print_type()
in this change, we trade the `boost_test_print_type()` overloads
for the generic template of `boost_test_print_type()`, except for
those in the very small tests, which presumably want to keep
themselves relative self-contained.

fc97d91f1a auth: add fmt::format for auth::resource and friends
before this change, we rely on the default-generated fmt::formatter
created from operator<<, but fmt v10 dropped the default-generated
formatter.

in this change, we

* define a formatter for `auth::resource` and friends,
* update their callers of `operator<<` to use `fmt::print()`.
* drop `operator<<`, as they are not used anymore.

87545e40c7 test/boost/auth_resource_test.cc: do not rely on templated operator<<
This change is intended to remove the dependency to
operator<<(std::ostream&, const std::unordered_set<T>&)
from auth_resource_test.cc.

It prepares the test for removal of the templated helpers
from utils/to_string.hh, which is one of goals of the
referenced issue that is linked below.

9d5fbe226e auth: remove unused operator<<(.., resource_kind)
since the only user of operator<<(..., resource_kind) is now
`auth_resource_test`, let's just move it into this test. and
there is no need to keep this operator in the header file where
`resource_kind` is defined.

fcb8d040e8 treewide: use Software Package Data Exchange (SPDX) license identifiers
Instead of lengthy blurbs, switch to single-line, machine-readable
standardized (https://spdx.dev) license identifiers. The Linux kernel
switched long ago, so there is strong precedent.

Three cases are handled: AGPL-only, Apache-only, and dual licensed.
For the latter case, I chose (AGPL-3.0-or-later and Apache-2.0),
reasoning that our changes are extensive enough to apply our license.

The changes we applied mechanically with a script, except to
licenses/README.md.

a88929da15 auth: Add service_level resource for supporting in authorization of cql service_level
queries

In order to be able to manage service_level configuration one must be authorized
to do so, or to be a superuser. This commit adds the support for service_levels
resource. Since service_levels are relative, reconfiguring one service level is not locallized
only to that service level and will affect the QOS for all of the service levels,
so there is not much sense of granting permissions to manage individual service_levels.
This is why only root resource named service_levels that represents all service levels is used.
This commit also implements the unit test additions for the newly introduced resource.

1c8736f998 tests: move all test source files to their new locations
1. Move tests to test (using singular seems to be a convention
in the rest of the code base)
2. Move boost tests to test/boost, other
(non-boost) unit tests to test/unit, tests which are
expected to be run manually to test/manual.

Update configure.py and test.py with new paths to tests.
