e1dab2779d test/boost: include test/lib/test_utils.hh
this change was created in the same spirit of 505900f18f. because
we are deprecating the operator<< for vector and unorderd_map in
Seastar, some tests do not compile anymore if we disable these
operators. so to be prepared for the change disabling them, let's
include test/lib/test_utils.hh for accessing the printer dedicated
for Boost.test. and also '#include <fmt/ranges.h>' when necessary,
because, in order to format the ranges using {fmt}, we need to
use fmt/ranges.h.

d8313dda43 Merge 'db: config: move consistent-topology-changes out of experimental and make it the default for new clusters' from Patryk Jędrzejczak
We move consistent cluster management out of experimental and
make it the default for new clusters in 6.0. In code, we make the
`consistent-topology-changes` flag unused and assumed to be true.

In 6.0, the topology upgrade procedure will be manual and
voluntary, so some clusters will still be using the gossip-based
topology even though they support the raft-based topology.
Therefore, we need to continue testing the gossip-based topology.
This is possible by using the `force-gossip-topology-changes` flag
introduced in scylladb/scylladb#18284.

c323c93fa4 treewide: remove {dclocal_,}read_repair_chance options
dclocal_read_repair_chance and read_repair_chance have been removed
in Cassandra 3.11 and 4.x, see
https://issues.apache.org/jira/browse/CASSANDRA-13910.
if we expose the properties via DDL, Cassandra would fails to consume
the CQL statement to creating the table when performing migration
from Scylla to Cassandra 4.x, as the latter does not understand
these properties anymore.

currently the default values of `dc_local_read_repair_chance` and
`read_repair_chance` are both "0". so this is practically disabled,
unless user deliberately set them to a value greater than 0.

also, as a side effect, Cassandra 4.x has better support of
Python3. the cqlsh shipped along with Cassandra 3.11.16 only
supports python2.7, see
https://github.com/apache/cassandra/blob/cassandra-3.11.16/bin/cqlsh.py
it errors out if the system only provides python3 with the error
of

```
No appropriate python interpreter found.
```
but modern linux systems do not provide python2 anymore.

so, in this change, we deprecate these two options.

f6cca741ea config: remove "experimental" option
"experimental" option was marked "Unused" in 64bc8d2f7d. but we
chose to keep it in hope that the upgrade test does not fail.
despite that the upgrade tests per-se survived the "upgrade",
after the upgrade, the tests exercising the experimental features
are still failing hard. they have not been updated to set the
"experimental-features" option, and are still relying on
"experimental" to enable all the experimental features under
test.

so, in this change, let's just drop the option so that
scylla can fail early at seeing this "experimental" option.
this should help us to identify the tests relying on it
quicker. as the "experimental" features should only be used
in development environment, this change should have no impact
to production.

64bc8d2f7d config: drop "experimental" option
"experimental" was marked deprecated in 8b917f7c. this change
was included since Scylla 4.6. now that 5.3 has been branched,
this change will be included 5.4. this should be long enough
for the user's turn around if this option is ever used.

the dtests using this option has been audited and updated
accordingly. and the unit testing this option is removed as well.

3c5afb2d5c test: Enable Scylla test command line options for boost tests
We have enabled the command line options without changing a
single line of code, we only had to replace old include
with scylla_test_case.hh.

Next step is to add x-log-compaction-groups options, which will
determine the number of compaction groups to be used by all
instantiations of replica::table.

cc69177dcc config: fix printing of experimental feature list
Recently we noticed a regression where with certain versions of the fmt
library,

SELECT value FROM system.config WHERE name = 'experimental_features'

returns string numbers, like "5", instead of feature names like "raft".

It turns out that the fmt library keep changing their overload resolution
order when there are several ways to print something. For enum_option<T> we
happen to have to conflicting ways to print it:
  1. We have an explicit operator<<.
  2. We have an *implicit* convertor to the type held by T.

We were hoping that the operator<< always wins. But in fmt 8.1, there is
special logic that if the type is convertable to an int, this is used
before operator<<()! For experimental_features_t, the type held in it was
an old-style enum, so it is indeed convertible to int.

The solution I used in this patch is to replace the old-style enum
in experimental_features_t by the newer and more recommended "enum class",
which does not have an implicit conversion to int.

I could have fixed it in other ways, but it wouldn't have been much
prettier. For example, dropping the implicit convertor would require
us to change a bunch of switch() statements over enum_option (and
not just experimental_features_t, but other types of enum_option).

Going forward, all uses of enum_option should use "enum class", not
"enum". tri_mode_restriction_t was already using an enum class, and
now so does experimental_features_t. I changed the examples in the
comments to also use "enum class" instead of enum.

This patch also adds to the existing experimental_features test a
check that the feature names are words that are not numbers.

fcb8d040e8 treewide: use Software Package Data Exchange (SPDX) license identifiers
Instead of lengthy blurbs, switch to single-line, machine-readable
standardized (https://spdx.dev) license identifiers. The Linux kernel
switched long ago, so there is strong precedent.

Three cases are handled: AGPL-only, Apache-only, and dual licensed.
For the latter case, I chose (AGPL-3.0-or-later and Apache-2.0),
reasoning that our changes are extensive enough to apply our license.

The changes we applied mechanically with a script, except to

e4a6569258 config: experimental flag UNUSED_CDC shouldn't be distinct from UNUSED
When an experimental feature graduates from being experimental, we want
to continue allow the old "--experimental-features=..." option to work,
in case some user's configuration uses it - just do nothing. The way
we do it is to map in db::experimental_features_t::map() the feature's
name to the UNUSED value - this way the feature's name is accepted, but
doesn't change anything.

When the CDC feature graduated from being experimental, a new bit
UNUSED_CDC was introduced to do the same thing. This separate bit was
not actually necessary - if we ever check for UNUSED_CDC bit anywhere
in the code it means the flag isn't actually unused ;-) And we don't
check it.

So simplify the code by conflating UNUSED_CDC into UNUSED.
This will also make it easy to build from db::experimental_features_t::map()
a list of current experimental features - now it will simply be those that
do not map to UNUSED.

22794efc22 db: add experimental option for raft
Introduce `raft` experimental option.
Adjust the tests accordingly to accomodate the new option.

It's not enabled by default when providing
`--experimental=true` config option and should be
requested explicitly via `--experimental-options=raft`
config option.

Hide the code related to `raft_group_registry` behind
the switch. The service object is still constructed
but no initialization is performed (`init()` is not
called) if the flag is not set.

Later, other raft-related things, such as raft schema
changes, will also use this flag.

Also, don't introduce a corresponding gossiper feature
just yet, because again, it should be done after the
raft schema changes API contract is stabilized.

This will be done in a separate series, probably related to
implementing the feature itself.

Now we drop the support for it. There are two reasons for this.
First, this partitioner can lead to uneven distribution of partitions

Second, we're planning to unify the representation of tokens and
