5ebfbf42bc db: config: make consistent_cluster_management mandatory
Code that executed only when consistent_cluster_management=false is
removed. In particular, after this patch:
- raft_group0 and raft_group_registry are always enabled,
- raft_group0::status_for_monitoring::disabled becomes unused,
- topology tests can only run with consistent_cluster_management.

7dd7ec8996 test: boost: schema_change_test: replace disable_raft_schema_config
In the following commits, we make consistent cluster management
mandatory. This will make disable_raft_schema_config unusable,
so we need to get rid of it. However, we don't want to remove
tests that use it.

The idea is to use the Raft RECOVERY mode instead of disabling
consistent cluster management directly.

faaf58f62c cql_test_env: Allow messaging_service to start listen
This is needed for rpc calls to work in the tests. With this patch, by
default, messaging_service does not listen as it was before.

This is useful for file stream for tablet test.

b90011294d config.cc: drop db::config::host_id
In this refactoring commit we remove the db::config::host_id
field, as it's hacky and duplicates token_metadata::get_my_id.

Some tests want specific host_id, we add it to cql_test_config
and use in cql_test_env.

We can't pass host_id to sstables_manager by value since it's
initialized in database constructor and host_id is not loaded yet.
We also prefer not to make a dependency on shared_token_metadata
since in this case we would have to create artificial
shared_token_metadata in many tools and tests where sstables_manager
is used. So we pass a function that returns host_id to
sstables_manager constructor.

b120d35c58 Merge 'Relax cql_test_env services maintenance' from Pavel Emelyanov
To add a sharded service to the cql_test_env one needs to patch it in 5 or 6 places

- add cql_test_env reference
- add cql_test_env constructor argument
- initialize the reference in initializer list
- add service variable to do_with method
- pass the variable to cql_test_env constructor
- (optionally) export it via cql_test_env public method

Steps 1 through 5 are annoying, things get much simpler if look like

- add cql_test_env variable
- (optionally) export it via cql_test_env public method

This is what this PR does

b4fc1076e3 test: Optionally initialize proxy remote for cql_test_env
Some test cases that use cql_test_env involve paxos state updates. Since
this update is becoming via proxy->remote->system_keyspace those test
cases need cql_test_env to initialize the remote part of the proxy too

2153751d45 sstables: Introduce sharded<storage_manager>
The manager in question keeps track of whatever sstables_manager needs
to work with the storage (spoiler: only S3 one). It's main-local sharded
peering service, so that container() call can be used by next patches.

681a19f54c test: Carry proxy reference on cql_test_env
All sharded<> services are created by cql_test_env on the stack. The
cql_test_env() is then used to keep references on some of them and to
export them to test cases via its methods. Proxy is missing on that
exportable list, but will be needed, so add one.

f51762c72a headers: Refine view_update_generator.hh and around
The initial intent was to reduce the fanout of shared_sstable.hh through
v.u.g.hh -> cql_test_env.hh chain, but it also resulted in some shots
around v.u.g.hh -> database.hh inclusion.

By and large:
- v.u.g.hh doesn't need database.hh
- cql_test_env.hh doesn't need v.u.g.hh (and thus -- the
  shared_sstable.hh) but needs database.hh instead
- few other .cc files need v.u.g.hh directly as they pulled it via
  cql_test_env.hh before
- add forward declarations in few other places

0b418fa7cf cql3, transport, tests: remove "unset" from value type system
The CQL binary protocol introduced "unset" values in version 4
of the protocol. Unset values can be bound to variables, which
cause certain CQL fragments to be skipped. For example, the
fragment `SET a = :var` will not change the value of `a` if `:var`
is bound to an unset value.

Unsets, however, are very limited in where they can appear. They
can only appear at the top-level of an expression, and any computation
done with them is invalid. For example, `SET list_column = [3, :var]`
is invalid if `:var` is bound to unset.

This causes the code to be littered with checks for unset, and there
are plenty of tests dedicated to catching unsets. However, a simpler
way is possible - prevent the infiltration of unsets at the point of
entry (when evaluating a bind variable expression), and introduce
guards to check for the few cases where unsets are allowed.

This is what this long patch does. It performs the following:

(general)

1. unset is removed from the possible values of cql3::raw_value and
   cql3::raw_value_view.

(external->cql3)

2. query_options is fortified with a vector of booleans,
   unset_bind_variable_vector, where each boolean corresponds to a bind
   variable index and is true when it is unset.
3. To avoid churn, two compatiblity structs are introduced:
   cql3::raw_value{,_view}_vector_with_unset, which can be constructed
   from a std::vector<raw_value{,_view/}>, which is what most callers
   have. They can also be constructed with explicit unset vectors, for
   the few cases they are needed.

(cql3->variables)

4. query_options::get_value_at() now throws if the requested bind variable
   is unset. This replaces all the throwing checks in expression evaluation
   and statement execution, which are removed.
5. A new query_options::is_unset() is added for the users that can tolerate
   unset; though it is not used directly.
6. A new cql3::unset_operation_guard class guards against unsets. It accepts
   an expression, and can be queried whether an unset is present. Two
   conditions are checked: the expression must be a singleton bind
   variable, and at runtime it must be bound to an unset value.
7. The modification_statement operations are split into two, via two
   new subclasses of cql3::operation. cql3::operation_no_unset_support
   ignores unsets completely. cql3::operation_skip_if_unset checks if
   an operand is unset (luckily all operations have at most one operand that
   tolerates unset) and applies unset_operation_guard to it.
8. The various sites that accept expressions or operations are modified
   to check for should_skip_operation(). This are the loops around
   operations in update_statement and delete_statement, and the checks
   for unset in attributes (LIMIT and PER PARTITION LIMIT)

(tests)

9. Many unset tests are removed. It's now impossible to enter an
   unset value into the expression evaluation machinery (there's
   just no unset value), so it's impossible to test for it.
10. Other unset tests now have to be invoked via bind variables,
   since there's no way to create an unset cql3::expr::constant.
11. Many tests have their exception message match strings relaxed.
   Since unsets are now checked very early, we don't know the context
   where they happen. It would be possible to reintroduce it (by adding
   a format string parameter to cql3::unset_operation_guard), but it
   seems not to be worth the effort. Usage of unsets is rare, and it is
   explicit (at least with the Python driver, an unset cannot be
   introduced by ommission).

I tried as an alternative to wrap cql3::raw_value{,_view} (that doesn't
recognize unsets) with cql3::maybe_unset_value (that does), but that
caused huge amounts of churn, so I abandoned that in favor of the
current approach.

get it from but the cql_test_env thing

c2ef390a52 service: raft: move group0 write path into a separate file
Writing into the group0 raft group on a client side involves locking
the state machine, choosing a state id and checking for its presence
after operation completes. The code that does it resides now in the
migration manager since the currently it is the only user of group0. In
the near future we will have more client for group0 and they all will
have to have the same logic, so the patch moves it to a separate class
raft_group0_client that any future user of group0 can use to write
into it.

6537dc6126 loading_cache_test: test prepared stmts cache
Add a new test that sets up a CQL environment with a very small prepared 
statements cache. The test reproduces a scenario described in #10440,
where a privileged section of prepared statement cache gets large
and that could possibly starve the unprivileged section, making it
impossible to execute BATCH statements. Additionally, at the end of the 
test, prepared statements/"simulated batches" with prepared statements 
are executed a random number of times, stressing the cache.

To create a CQL environment with small prepared cache, cql_test_config
is extended to allow setting custom memory_config value.

fcb8d040e8 treewide: use Software Package Data Exchange (SPDX) license identifiers
Instead of lengthy blurbs, switch to single-line, machine-readable
standardized (https://spdx.dev) license identifiers. The Linux kernel
switched long ago, so there is strong precedent.

Three cases are handled: AGPL-only, Apache-only, and dual licensed.
For the latter case, I chose (AGPL-3.0-or-later and Apache-2.0),
reasoning that our changes are extensive enough to apply our license.

The changes we applied mechanically with a script, except to
licenses/README.md.

bbad8f4677 replica: move ::database, ::keyspace, and ::table to replica namespace
Move replica-oriented classes to the replica namespace. The main
classes moved are ::database, ::keyspace, and ::table, but a few
ancillary classes are also moved. There are certainly classes that
should be moved but aren't (like distributed_loader) but we have
to start somewhere.

References are adjusted treewide. In many cases, it is obvious that
a call site should not access the replica (but the data_dictionary
instead), but that is left for separate work.

scylla-gdb.py is adjusted to look for both the new and old names.

6221b90b89 secondary_index_manager: stop including expression.hh
Use a forward declaration of cql3::expr::oper_t to reduce the
number of translation units depending on expression.hh.

Before:

    $ find build/dev -name '*.d' | xargs cat | grep -c expression.hh
    272

After:

    $ find build/dev -name '*.d' | xargs cat | grep -c expression.hh
    154

Some translation units adjust their includes to restore access
to required headers.

82bff1bcc6 test: cql_test_env: use proper scheduling groups
Currently `cql_test_env` runs its `func` in the default (main) group and
also leaves all scheduling groups in `dbcfg` default initialized to the
same scheduling group. This results in every part of the system,
normally isolated from each other, running in the same (default)
scheduling group. Not a big problem on its own, as we are talking about
tests, but this creates an artificial difference between the test and
the real environment, which is ever more pronounced since certain query
parameters are selected based on the current scheduling group.
To bring cql test env just that little bit closer to the real thing,
this patch creates all the scheduling groups main does (well almost) and
configures `dbcfg` with them.
Creating and destroying the scheduling group on each setup-teardown of
cql test env breaks some internal seastar components which don't like
seeing the same scheduling group with the same name but different id. So
create the scheduling groups once on first access and keep them around
until the test executable is running.

37c91c4c5c tests: Use migration_manager from cql_test_env
All the tests that need migration manager are run inside
cql_test_env context and can use the migration manager
from the env. For now this is still the global one, but
next patch will change this.
