the changes porting enterprise features to oss brought some
used include to the tree. so let's remove them. these unused
includes were identified by clang-include-cleaner.

since fedora 38 is EOL. and fedora 39 comes with fmt v10.0.0, also,
we've switched to the build image based on fedora 40, which ships
fmt-devel v10.2.1, there is no need to support fmt < 10.
in this change, we drop the support fmt < 10.

The later includes the former and in addition to `seastar::format()`,
`print.hh` also provides helpers like `seastar::fprint()` and
`seastar::print()`, which are deprecated and not used by scylladb.
Previously, we include `seastar/core/print.hh` for using
`seastar::format()`. and in seastar 5b04939e, we extracted
`seastar::format()` into `seastar/core/format.hh`. this allows us
to include a much smaller header.
In this change, we just include `seastar/core/format.hh` in place of
`seastar/core/print.hh`.

Seastar is an external library from Scylla's point of view so
we should use the angle bracket #include style. Most of the source
follows this, this patch fixes a few stragglers.
Also fix cases of #include which reached out to seastar's directory
tree directly, via #include "seastar/include/sesatar/..." to
just refer to <seastar/...>.

Instead of lengthy blurbs, switch to single-line, machine-readable
standardized (https://spdx.dev) license identifiers. The Linux kernel
switched long ago, so there is strong precedent.
Three cases are handled: AGPL-only, Apache-only, and dual licensed.
For the latter case, I chose (AGPL-3.0-or-later and Apache-2.0),
reasoning that our changes are extensive enough to apply our license.
The changes we applied mechanically with a script, except to
licenses/README.md.

fmt 8 checks format strings at compile time, and requires that
non-compile-time format strings be wrapped with fmt::runtime().
Do that, and to allow coexistence with fmt 7, supply our own
do-nothing version of fmt::runtime() if needed. Strictly speaking
we shouldn't be introducing names into the fmt namespace, but this
is transitional only.

This patch adds support for 2 hash commands HDEL and HGETALL.
Internally it introduces the hashes_result_builder class to
read hashes and stored them in a std::map.
Other changes:
- one exception return string was fixed
- tests now use pytest.raises

Support to delete multiple keys in one DEL command.
The feature of returning number of the really deleted keys is still not supported.
Return empty string to client for GET command when the required key is not exists.

Scylla has advantage and amazing features. If Redis build on the top of Scylla,
it has the above features automatically. It's achived great progress
in cluster master managment, data persistence, failover and replication.
The benefits to the users are easy to use and develop in their production
environment, and taking avantages of Scylla.
Using the Ragel to parse the Redis request, server abtains the command name
and the parameters from the request, invokes the Scylla's internal API to
read and write the data, then replies to client.
