Update the CODEOWNERS file with some people who joined different parts
of the project, and one person that left.
Note that despite is name, CODEOWNERS does not list "ownership" in any
strict sense of the word - it is more about who is willing and/or
knowledgeable enough to participate in reviewing changes to particular
files or directories. Github uses this file to automatically suggest
who should review a pull request.

User documentation was recently migrated to scylla.git, and this is
maintained by non scylla-core people. Add entries for docs/ so they are
notified when somebody submits changes to docs/.
Fixed some errors in .github/CODEOWNERS (which is used by Github to
recommend who should review which pull request), and also add a few
additional ownerships I thought of.
This file could still use more work - if you can think of specific
files or directories you'd like to review changes in, please send a
patch for this file to add yourself to the appropriate paths.

Recently we had to say goodbye to our dear friend Pekka.
He orphaned a few subsystems that can't call for his help in code
reviews anymore.
This patch makes sure no one will bother Pekka in his afterlife.
It also cleanups HACKING.md a little bit by removing Pekka and Duarte
from the maintainer/reviewer lists.

The rule for THE REST results in each person listed in it
to receive notifications about every single pull request,
which can easily lead to inbox overload - the generic
rule is therefore dropped and authors of pull requests
are expected to manually add reviewers. GitHub offers
semi-random suggestions for reviewers anyway.
