Changed seastar::http::experimental to seastar::http to reflect
graduation of the seastar http API.
Changed call to seastar::rename_file() (in sstables/storage.cc,
sstables/sstable_directory.cc, sstable/sstables.cc and
db/hints/internal/hint_storage.cc) to reflect new default parameter.
Updated scylla_gdb test helper get_task() to work with updated
accept loop in Seatar. This is just test code (attempts to find
a task to operate on), not used in real scylla-gdb.py work, but
nevertheless the adjustment keeps backward compatibility.

Move state management from dns_connection_factory into state class
itself to encapsulate its internal state and stop managing it from the
`dns_connection_factory`
Also allow creating the object using an endpoint expression.
Note: this moves code to the .cc file, because it introduces a few
more lines, and I feel we have to much stuff in headers as is.

This factory type, which is really more a data holder/connection producer
per connection instance, creates, if using https, a new certificate_credentials
on every instance. Which when used by S3 client is per client and
scheduling groups.
Which eventually means that we will do a set_system_trust + "cold" handshake
for every tls connection created this way.
This will cause both IO and cold/expensive certificate checking -> possible
stalls/wasted CPU. Since the credentials object in question is literally a
"just trust system", it could very well be shared across the shard.
This PR adds a thread local static cached credentials object and uses this
instead. Could consider moving this to seastar, but maybe this is too much.

these unused includes were identifier by clang-include-cleaner. after
auditing these source files, all of the reports have been confirmed.
please note, because quite a few source files relied on
`utils/to_string.hh` to pull in the specialization of
`fmt::formatter<std::optional<T>>`, after removing
`#include <fmt/std.h>` from `utils/to_string.hh`, we have to
include `fmt/std.h` directly.

the log.hh under the root of the tree was created keep the backward
compatibility when seastar was extracted into a separate library.
so log.hh should belong to `utils` directory, as it is based solely
on seastar, and can be used all subsystems.
in this change, we move log.hh into utils/log.hh to that it is more
modularized. and this also improves the readability, when one see
`#include "utils/log.hh"`, it is obvious that this source file
needs the logging system, instead of its own log facility -- please
note, we do have two other `log.hh` in the tree.

The breaking changes in the seastar submodule necessitate corresponding
modifications in our code. These changes must be implemented together in
a single commit to maintain consistency. So that each commit is buildable.
following changes are included in addition to seastar submodule update:
* instead of passing a `const char*` for the format string, pass a
templated `fmt::format_string<...>`, this depends on the
`seastar::format()` change in seastar.
* explicitly call `fmt::runtime()` if the format string is not a
consteval expression. this depends on the `seastar::format()` change
in seastar. as `seastar::format()` does not accept a plain
`const char*` which is not constexpr anymore.
* pass abort_source to `dns_connection_factory::make()`. this depends on
the change in seastar, which added a `abort_source*` argument to
the pure virtual member function of `connection_factory::make()`.
* call call {fmt,seastar}::format() explicitly. this is a follow up of
3e84d43f, which takes care of all places where we should call
`fmt::format()` and `seastar::format()` explicitly to disambiguate the
`format()` call. but more `format()` call made their way into the source
tree after 3e84d43f. so we need fix them as well.
* include used header in tests

Said method can out-live the factory instance. This was not a problem
because the method takes care to keep all its need from `this` alive, by
copying them to the coroutine stack. However, this fact that this method
can out-live the instance is not obvious, and an unsuspecting developer
(me) added a new member (_logger) which was not kept alive.
This can cause a use-after-free in the factory. Fix by making
initialize() static, forcing the instance to pass all parameters
explicitely and add a comment explaining that this method can out-live
the instance.
