Now that the documentation is versioned, we can remove
the .. versionadded:: and .. versionchanged:: information
(especially that the latter is hard to maintain and now
outdated), as well as the outdated information about
experimental features in very old releases.
This commit removes that information and nothing else.

It adds a FAQ about a workaround to install a ScyllaDB version that is not the most recent patch version.
In addition, the link to that FAQ is added to the patch upgrade guides 2021 and 2022 .

This PR adds the upgrade guide from version 5.0 to 5.1. It involves adding new files (5.0-to-5.1) and language/formatting improvements to the existing content (shared by several upgrade guides).
