Drop creation of `service_levels` and `cdc_generation_descriptions_v2` table creation code since they are no longer needed. Old clusters will still have it because they were created earlier. Also the series contains a small improvement around group0 creation.
No backport needed since this removes functionality.

Since we do no longer support upgrade from versions that do not support
v2 of view building code we can remove upgrade code and make sure we do
not boot with old builder version.
The path removes the code protected by !raft_topology_change_enabled()
since it is no longer reachable. Drop test_lwt_for_tablets_is_not_supported_without_raft
since not raft mode is no longer supported.
The feature is supported by all live versions since
version 5.4 / 2024.1.
(Although up to 6da758d74c
it could be disabled using the config option)

The helper in question generates the disabled features set and assigns
one on the config. This patch detaches the features set generation into
an other function. The former will go away eventually and the latter
will be kept around main/test code.

`tablets_mode_for_new_keyspaces=enforced` enables tablets by default for
new keyspaces, like `tablets_mode_for_new_keyspaces=enabled`.
However, it does not allow to opt-out when creating
new keyspaces by setting `tablets = {'enabled': false}`.

The new option deprecates the existing `enable_tablets` option.
It will be extended in the next patch with a 3rd value: "enforced"
while will enable tablets by default for new keyspace but
without the posibility to opt out using the `tablets = {'enabled':
false}` keyspace schema option.

We still have a number of issues to be solved for views with tablets.
Until they are fixed, we should prevent users from creating them,
and use the vnode-based views instead.
This patch prepares the feature for enabling views with tablets. The
feature is disabled by default, but currently it has no effect.
After all tests are adjusted to use the feature, we should depend
on the feature for deciding whether we can create materialized views
in tablet-enabled keyspaces.
The unit tests are adjusted to enable this feature explicitly, and it's
also added to the scylla sstable tool config - this tool treats all
tables as if they were tablet-based (surprisingly, with SimpleStrategy),
so for it to work on views, the new feature must be enabled.

This reverts commit c286434e4c, reversing
changes made to 6712fcc316.
The commit causes memtable_test to be very flaky in debug mode.
Specifically, subtests test_exceptions_in_flush_on_sstable_open
and test_exceptions_in_flush_on_sstable_write).
Separate the configuration for enabling the tablets feature from the enablement of tablets when creating new keyspaces.
This change always enables the TABLETS cluster feature and the tablets logic respectively.
The `enable_tablets` config option just controls whether tablets are enabled or disabled by default for new keyspaces.
If `enable_tablets` is set to `true`, tablets can be disabled using `CREATE KEYSPACE WITH tablets = { 'enabled': false }` as it is today.
If `enable_tablets` is set to `false`, tablets can be enabled using `CREATE KEYSPACE WITH tablets = { 'enabled': true }`.
The motivation for this change is to simplify the user experience of using tablets by setting the default for new keyspaces to false amd allowing the user to simply opt-in by using tablets = {enabled: true }.
This is not pissible today.
The user has to enable tablets by default for all new keyspaces (that use the NetworkTopologyStrategy) and then actively opt-out to use vnodes.

- the places where we use `boost::join()` are not changed, because
we cannot use `std::views::concat` yet. this helper is only
available in C++26.
to reduce the dependency to boost for better maintainability, and
leverage standard library features for better long-term support.
this change is part of our ongoing effort to modernize our codebase
and reduce external dependencies where possible.

the log.hh under the root of the tree was created keep the backward
compatibility when seastar was extracted into a separate library.
so log.hh should belong to `utils` directory, as it is based solely
on seastar, and can be used all subsystems.
in this change, we move log.hh into utils/log.hh to that it is more
modularized. and this also improves the readability, when one see
`#include "utils/log.hh"`, it is obvious that this source file
needs the logging system, instead of its own log facility -- please
note, we do have two other `log.hh` in the tree.

Hides the functionality behind a cluster feature, i.e. postspones
using it until an upgrade is complete etc. This to allow rolling back
even with dirty nodes, at least until a cluster is commited.
Feature can also be disabled by scylla option, just in case. This will
lock it out of whole cluster, but this is probably good, because depending
on off or on, certain schema/raft ops might fail or succeed (due to large
mutations), and this should probably be equivalent across nodes.
This patch adds `suppress_features` error injection. It allows to revoke
support for some features and it can be used to simulate upgrade process
in test.py.
Features to suppress are passed as injection's value, separated by `;`.
Example: `PARALLELIZED_AGGREGATION;UDA_NATIVE_PARALLELIZED_AGGREGATION`

assert() is traditionally disabled in release builds, but not in
scylladb. This hasn't caused problems so far, but the latest abseil
release includes a commit [1] that causes a 1000 insn/op regression when
NDEBUG is not defined.
Clearly, we must move towards a build system where NDEBUG is defined in
release builds. But we can't just define it blindly without vetting
all the assert() calls, as some were written with the expectation that
they are enabled in release mode.
To solve the conundrum, change all assert() calls to a new SCYLLA_ASSERT()
macro in utils/assert.hh. This macro is always defined and is not conditional
on NDEBUG, so we can later (after vetting Seastar) enable NDEBUG in release
mode.

... and replace it with boolean enable_tablets option. All the places
in the code are patched to check the latter option instead of the former
feature.
The option is OFF by default, but the default scylla.yaml file sets this
to true, so that newly installed clusters turn tablets ON.

This feature corrected how we store the token in secondary indexes. It
was introduced in 7ff72b0ba5 (2020; 4.4) and can now be assumed present
everywhere. Note that we still support indexes created with the old format.
The DIGEST_FOR_NULL_VALUES feature was added in 21a77612b3 (2020; 4.4)
and can now be assumed to be always present. The hasher which it invoked
is removed.
The PER_TABLE_PARTITIONERS feature was added in 90df9a44ce (2020; 4.0)
and can now be assumed to be always present. We also remove the associated
schema_feature.
The CDC feature was made non-experimental in e9072542c1 (2020; 4.4)
and can now be assumed to be always present. We also remove the corresponding
schema_feature.
The DIGEST_INSENSITIVE_TO_EXPIRY feature was added in 9de071d214 (2019; 3.2)
and can now be assumed to be always present. We enable the corresponding
schema_feature unconditionally.
We do not remove the corresponding schema feature, because it can be disabled
when the related TABLE_DIGEST_INSENSITIVE_TO_EXPIRY is present.
The VIEW_VIRTUAL_COLUMNS feature was added in a108df09f9 (2019; 3.1)
and can now be assumed to be always present.
The corresponding schema_feature is removed. Note schema_features are not sent
over the wire. A digest calculation without VIEW_VIRTUAL_COLUMNS is no longer tested.
"me" format sstables were introduced in d370558279 (Jan 2022; 5.1)
and so can be assumed always present. The listener that checks when
the cluster understands ME_SSTABLE was removed and in its place
we default to sstable_version_types::me (and call on_enabled()
immediately).
"md" sstable support was introduced in e8d7744040 (2020; 4.4)
and so can be assumed to be present on all versions we upgrade from.
Nothing appears to depend on it.
We make the `consistent-topology-changes` experimental feature
unused and assumed to be true in 6.0. We remove code branches that
executed if `consistent-topology-changes` was disabled.
When starting in legacy mode, a gossip event listener called persistent
feature enabler is registered. This listener marks a feature as enabled
when it notices, in gossip, that all nodes declare support for the
feature.
With raft-based topology, features are managed in group 0 instead and do
not rely on the persistent feature enabler at all. Make the listener
look at the raft_topology_change_enabled() method and prevent it from
enabling more features after that method starts returning true.
When checking features on startup (i.e. whether support for any feature
was revoked in an unsafe way), it might happen that upgrade to raft
topology didn't finish yet. In that case, instead of loading an empty
set of features - which supposedly represents the set of features that
were enabled until last boot - we should fall back to loading the set
from the legacy `enabled_features` key in `system.scylla_local`.
All nodes being capable of support for raft topology is a prerequisite
for starting upgrade to raft topology. The newly introduced feature will
track this prerequisite.
