Instead of lengthy blurbs, switch to single-line, machine-readable
standardized (https://spdx.dev) license identifiers. The Linux kernel
switched long ago, so there is strong precedent.
Three cases are handled: AGPL-only, Apache-only, and dual licensed.
For the latter case, I chose (AGPL-3.0-or-later and Apache-2.0),
reasoning that our changes are extensive enough to apply our license.
The changes we applied mechanically with a script, except to
licenses/README.md.

The canonical_mutation type can contain a large mutation, particularly
when the mutation is a result of converting a big schema. Its data
was stored in a field of type 'bytes', which is non-contiguous and
may cause a large allocation.
This is fixed by simply changing the type to 'bytes_ostream', which is
fragmented. The change is compatible because the idl type 'bytes' is compatible
with 'bytes_ostream' as a result of dcf794b, and all canonical_mutations's
methods use the field as an input stream (ser::as_input_stream), which can
be used on 'bytes_ostream' too.

sstring, but also works when std::string is used.

Adds per-table metrics for counting partition and row reuse
in memtables. New metrics are as follows:
- memtable_partition_writes - number of write operations performed
on partitions in memtables,
- memtable_partition_hits - number of write operations performed
on partitions that previously existed in a memtable,
- memtable_row_writes - number of row write operations performed
in memtables,
- memtable_row_hits - number of row write operations that ovewrote
rows previously present in a memtable.
Tests: unit(release)
sprint() recently became more strict, throwing on sprint("%s", 5). Replace
with the more modern format().
Mechanically converted with https://github.com/avikivity/unsprint.
Original IDL generated code was hardcoded to always use bytes_ostream.
This patch makes the output stream a template parameter so that any
valid output stream can be used.
Unfortunately, making IDL writers generic requires updates in the code
that uses them, this is fixed in C++17 which would be able to deduce the
parameter in most cases.
Schema is tracked in memtable and cache per-entry. Entries are
upgraded lazily on access. Incoming mutations are upgraded to table's
current schema on given shard.
Mutating nodes need to keep schema_ptr alive in case schema version is
requested by target node.
frozen_schema will transfer schema definition across nodes with schema
mutations. Because different nodes may have different versions of
schema tables, we cannot use frozen_mutations to transfer these
because frozen_mutation can only be read using the same version of the
schema it was frozen with. To solve this problem, new from of mutation
is introduced called canonical_mutation, which can be read using any
version of the schema.
