They currently stay registered long after the dependent services get
stopped. There's a need for batch unsetting (scylladb/seastar#1620), so
currently only this explicit listing :(

this change is a leftover of 063b3be,
which failed to include the changes in the header files.
it turns out we have `using namespace httpd;` in seastar's
`request_parser.rl`, and we should not rely on this statement to
expose the symbols in `seatar::httpd` to `seastar` namespace.
in this change,
* api/*.hh: all httpd symbols are referenced by `httpd::*`
instead of being referenced as if they are in `seastar`.

Instead of lengthy blurbs, switch to single-line, machine-readable
standardized (https://spdx.dev) license identifiers. The Linux kernel
switched long ago, so there is strong precedent.
Three cases are handled: AGPL-only, Apache-only, and dual licensed.
For the latter case, I chose (AGPL-3.0-or-later and Apache-2.0),
reasoning that our changes are extensive enough to apply our license.
The changes we applied mechanically with a script, except to
licenses/README.md.

This adds a stub implementation for the cache_service. It also register
the API doc.
The cache_service doc will be available at:
http://localhost:10000/api-doc/cache_service/
The stub implementation returns the correct value type with stubbed
values.
