Some tests may want to modify system.topology table directly. Add a REST
API to reload the state into memory. An alternative would be restarting
the server, but that's slower and may have other side effects undesired
in the test.
The API can also be called outside tests, it should not have any
observable effects unless the user modifies `system.topology` table
directly (which they should never do, outside perhaps some disaster
recovery scenarios).
Currently the storage-service API handlers are set up in "random" place.
It can happen earlier -- as soon as the storage service itself is ready.
Also, despite storage service is stopped on shutdown, API handlers
continue reference it leading to potential use-after-frees or "local is
not initialized" assertions.
Fix both. Unsetting is pretty bulky, scylladb/seastar#1620 is to help.

There's a storage_service/cdc_streams_check_and_repair endpoint that
needs to provide cdc gen. service to call storage_service method on. Now
the latter has its own reference to the former and API can stop taking
care of that

So that the routes referencing and using ctx.sp don't step on a proxy
that's going to be removed (not now, but some time later) fron under
them on shutdown.

Task ttl can be set with task manager test api, which is disabled
in release mode.
Move get_and_update_ttl from task manager test api to task manager
api, so that it can be used in release mode.

The API calls in question will use system keyspace, that starts before
(and thus stops after) and nowadays indirectly uses database instance
that also starts earlier (and also stops later), so this avoids
potential dangling references.

There's the column_family/get_built_indexes call that calls a system
keyspace method to fetch data from scylla_views_builds_in_progress
table, so the system keyspace reference will be needed in the API
handler.

The snitch/name endpoint needs snitch instance to get the name from.
Also the storage_service/reset_snitch endpoint will also need snitch
instance to call reset on.
This patch carries local snitch reference all thw way through API setup
and patches the get_name() call. The reset_snitch() will come in the
next patch

The implementation of a test api that helps testing task manager
api. It provides methods to simulate the operations that can happen
on modules and theirs task. Through the api user can: register
and unregister the test module and the tasks belonging to the module,
and finish the tasks with success or custom error.
The implementation of a task manager api layer. It provides
methods to list the modules registered in task_manager, list
tasks belonging to the given module, abort, wait for or retrieve
a status of the given task.
For cases where we have very high values set to permissions_cache validity and
update interval (E.g.: 1 day), whenever a change to permissions is made it's
necessary to update scylla config and decrease these values, since waiting for
all this time to pass wouldn't be viable.
This patch adds an API for resetting the authorization cache so that changing
the config won't be mandatory for these cases.

Instead of lengthy blurbs, switch to single-line, machine-readable
standardized (https://spdx.dev) license identifiers. The Linux kernel
switched long ago, so there is strong precedent.
Three cases are handled: AGPL-only, Apache-only, and dual licensed.
For the latter case, I chose (AGPL-3.0-or-later and Apache-2.0),
reasoning that our changes are extensive enough to apply our license.
The changes we applied mechanically with a script, except to
licenses/README.md.

Move replica-oriented classes to the replica namespace. The main
classes moved are ::database, ::keyspace, and ::table, but a few
ancillary classes are also moved. There are certainly classes that
should be moved but aren't (like distributed_loader) but we have
to start somewhere.
References are adjusted treewide. In many cases, it is obvious that
a call site should not access the replica (but the data_dictionary
instead), but that is left for separate work.
scylla-gdb.py is adjusted to look for both the new and old names.
The database, keyspace, and table classes represent the replica-only
part of the objects after which they are named. Reading from a table
doesn't give you the full data, just the replica's view, and it is not
consistent since reconciliation is applied on the coordinator.
As a first step in acknowledging this, move the related files to
a replica/ subdirectory.
Todays idea of API reg/unreg is to carry the target service via
lambda captures down to the route handlers and unregister those
handers before the target is about to stop.
This patch makes it so for the streaming API.

There's the 'storage_service/view_build_statuses' endpoint. It's
handler code sits in the storage_service, but the functionality
belongs purely to view_builder. Same as with sstables loader,
detach the enpoint's API set/unset code, next patches will fix
the handler to use view_builder.

Right now the handlers sit in one boat with the rest of the storage
service APIs. Next patches will switch this particular endpoint to
use previously introduced sstables_loader, before doing so here's
the respective API set/unset stubs.

really doesn't need it -- it needs only the db::config object which's
available earlier.

Pass down gossiper from main, converting it to a shard-local instance
in calls to register_api() (which is the point that broadcasts the
endpoint registration across shards).
This helps remove gossiper as a global variable.
Registration of the currently unused hinted handoff endpoints is moved
out from the set_server_done function. They are now explicitly
registered in main.cc by calling api::set_hinted_handoff and also
uninitialized by calling api::unset_hinted_handoff.
Setting/unsetting HTTP API separately will allow to pass a reference to
the sync_point_service without polluting the set_server_done function.
Both set_server_storage_service and set_server_storage_proxy set up
API handlers that need storage service to work. Now they all call for
global storage service instance, but it's better if they receive one
from main. This patch carries the sharded storage service reference
down to handlers setting function, next patch will make use of it.

The patch set is an assorted collection of header cleanups, e.g:

A quick measurement was performed to see if these changes
provide any improvement in build times (ccache cleaned and
existing build products wiped out).

We keep refrences to locator::token_metadata in many places.
Most of them are for read-only access and only a few want
to modify the token_metadata.
Recently, in 94995acedb,
we added yielding loops that access token_metadata in order
to avoid cpu stalls. To make that possible we need to make
sure they token_metadata object they are traversing won't change
mid-loop.
This series is a first step in ensuring the serialization of
updates to shared token metadata to reading it.

This unset the roll-back of the correpsonding _set-s. The messaging
