Fix pre-ScyllaDB copyright statements
...
People keep tripping over the old copyrights and copy-pasting them to
new files. Search and replace "Cloudius Systems" with "ScyllaDB".

API adding a stub implementation for the storage_proxy
...
This adds a stub implementation for the storage_proxy.
To simplify future implementation, it takes the passed parameter and
return the correct types with fixed values.
