Instead of lengthy blurbs, switch to single-line, machine-readable
standardized (https://spdx.dev) license identifiers. The Linux kernel
switched long ago, so there is strong precedent.
Three cases are handled: AGPL-only, Apache-only, and dual licensed.
For the latter case, I chose (AGPL-3.0-or-later and Apache-2.0),
reasoning that our changes are extensive enough to apply our license.
The changes we applied mechanically with a script, except to
licenses/README.md.

If sstring is made an alias to std::string ADL causes std::make_shared
to be found. Explicitly ask for ::make_shared.

Includes treewide change to accomodate rpc changing its timeout clock
to lowres_clock.
Includes fixup from Amnon:
collectd api should use the metrics getters
As part of a preperation of the change in the metrics layer, this change
the way the collectd api uses the metrics value to use the getters
instead of calling the member directly.
This will be important when the internal implementation will changed
from union to variant.
