Instead of lengthy blurbs, switch to single-line, machine-readable
standardized (https://spdx.dev) license identifiers. The Linux kernel
switched long ago, so there is strong precedent.
Three cases are handled: AGPL-only, Apache-only, and dual licensed.
For the latter case, I chose (AGPL-3.0-or-later and Apache-2.0),
reasoning that our changes are extensive enough to apply our license.
The changes we applied mechanically with a script, except to
licenses/README.md.
Closes#9937
Move replica-oriented classes to the replica namespace. The main
classes moved are ::database, ::keyspace, and ::table, but a few
ancillary classes are also moved. There are certainly classes that
should be moved but aren't (like distributed_loader) but we have
to start somewhere.
References are adjusted treewide. In many cases, it is obvious that
a call site should not access the replica (but the data_dictionary
instead), but that is left for separate work.
scylla-gdb.py is adjusted to look for both the new and old names.
Rather than masquerading all errors as std::out_of_range("")
convert only the std::out_of_range error from _ks_cf_to_uuid.at()
to no_such_column_family(ks, cf). That relieves all callers of
fund_uuid from doing that conversion themselves.
For example, get_uuid in api/column_family now only deals with converting
no_such_column_family to bad_param_exception, as it needs to do
at the api level, rather than generating a similar error from scratch.
Other call sites required no intervention.

There are two knobs here -- global and per-table one. Both were added
without any synchronisation, but the former one was later fixed to
become serialized and not to be available "too early".
This patch unifies both toggles to be serialized with each-other and
not be enabled too early.
The justification for this change is to move the global toggle from out
of the storage service, as it really belongs to the database, not the
storage service. Respectively, the current synchronization, that depends
on storage service internals, should be replaced with something else.

In anticipation of making system_keyspace a class instead of a
namespace, rename any member that is currently forward-declared,
since one can't forward-declare a class member. Each member
is taken out of the system_keyspace namespace and gains a
system_keyspace prefix. Aliases are added to reduce code churn.
The result isn't lovely, but can be adjusted later.

Partition count is of a type size_t but we use std::plus<int>
to reduce values of partition count in various column families.
This patch changes the argument of std::plus to the right type.
Using std::plus<int> for size_t compiles but does not work as expected.
For example plus<int>(2147483648LL, 1LL) = -2147483647 while the code
would probably want 2147483649.

Right now toppartitions can only be invoked on one column family at a time.
This change introduces a natural extension to this functionality,
allowing to specify a list of families.
We provide three ways for filtering in the query parameter "name_list":
1. A specific column family to include in the form "ks:cf"
2. A keyspace, telling the server to include all column families in it.
Specified by omitting the cf name, i.e. "ks:"
3. All column families, which is represented by an empty list
The list can include any amount of one or both of the 1. and 2. option.

users of sstable_set::all() rely on the set itself keeping a reference
to the returned list, so user can iterate through the list assuming
that it is alive all the way through.
this will change in the future though, because there will be a
compound set impl which will have to merge the all() of multiple
managed sets, and the result is a temporary value.
so even range-based loops on all() have to keep a ref to the returned
list, to avoid the list from being prematurely destroyed.
so the following code
for (auto& sst : *sstable_set.all()) { ...}
becomes
for (auto sstables = sstable_set.all(); auto& sst : *sstables) { ... }

Clang does not yet implement p1091r3, which allows lambdas
to capture structured bindings. To accomodate it, don't
use structured bindings for variables that are later
captured.
C++20 introduced `contains` member functions for maps and sets for
checking whether an element is present in the collection. Previously
the code pattern looked like:
<collection>.find(<element>) != <collection>.end()
In C++20 the same can be expressed with:
<collection>.contains(<element>)
This is not only more concise but also expresses the intend of the code
more clearly.
This commit replaces all the occurences of the old pattern with the new
approach.

The patch implements:
- /storage_service/auto_compaction API endpoint
- /column_family/autocompaction/{name} API endpoint
Those APIs allow to control and request the status of background
compaction jobs for the existing tables.
The implementation introduces the table::_compaction_disabled_by_user.
Then the CompactionManager checks if it can push the background
compaction job for the corresponding table.

The question logic is inverted. The patch to the JMX is required. However, the change is decent because all old values were invalid (it always reported all compactions are disabled).
- `/column_family/autocompaction/` got support for POST/DELETE per table

We are currently suspecting that the bloom filter false positive ratio
is not being respected. While trying to debug that, I found out that we
have a more basic problem:
The numbers are all meaningless, because the stats are wrong. We are
accumulating by summing the ratios together. It's easy to see how this
doesn't work, if we look at an example where the ratio for some CFs is
zero:
SST1: false = 1, total = 2. ratio = 0.5
SST2: false = 0, total = 98 . ratio = 0.
The real ratio in this example is 1 / (98 + 2) = 1 %, but the displayed
ratio will be 0.5 + 0 = 0.5.
This patch will map reduce all the sstables together keeping both
numerator and denominator, yielding the right value at the end. To do
that, we'll reuse the existing ratio_holder class, which already does
exactly what we want.

There are places in which we need to use the column family object many
times, with deferring points in between. Because the column family may
have been destroyed in the deferring point, we need to go and find it
again.
If we use lw_shared_ptr, however, we'll be able to at least guarantee
that the object will be alive. Some users will still need to check, if
they want to guarantee that the column family wasn't removed. But others
that only need to make sure we don't access an invalid object will be
able to avoid the cost of re-finding it just fine.

There is nothing really that fundamentally ties the estimated histogram to
sstables. This patch gets rid of the few incidental ties. They are:
- the namespace name, which is now moved to utils. Users inside sstables/
now need to add a namespace prefix, while the ones outside have to change
it to the right one
- sstables::merge, which has a very non-descriptive name to begin with, is
changed to a more descriptive name that can live inside utils/
- the disk_types.hh include has to be removed - but it had no reason to be
here in the first place.
Todo, is to actually move the file outside sstables/. That is done in a separate
step for clarity.

sstable_list is now a map<generation, sstable>; change it to a set
in preparation for replacing it with sstable_set. The change simplifies
a lot of code; the only casualty is the code that computes the highest
generation number.
The space calculation counters in column family had two problem:
1. The total bytes is an ever growing counter, which is meaningless for
the API.
2. Trying to simply sum the size on all shards, ignores the fact that the
same sstable file can be referenced by multiple shards, this is
especially noticeable during migration time.
To solve this, the implementation was modified so instead of
collecting the sizes, the API would collect a map of file name to size
and then would do the summing.
This removes the duplications and fixes the total bytes calculation
