Instead of lengthy blurbs, switch to single-line, machine-readable
standardized (https://spdx.dev) license identifiers. The Linux kernel
switched long ago, so there is strong precedent.
Three cases are handled: AGPL-only, Apache-only, and dual licensed.
For the latter case, I chose (AGPL-3.0-or-later and Apache-2.0),
reasoning that our changes are extensive enough to apply our license.
The changes we applied mechanically with a script, except to
licenses/README.md.

The downloaded packages might be deleted autotically after installation,
then we will provide an incomplete installer to user.
This patch changed to config apt to keep the downloaded packages before
installation.

Since makeself script changes current umask, scylla_setup causes
"scylla does not work with current umask setting (0077)" error.
To fix that we need use latest version of makeself, and specfiy --keep-umask
option.

Supported cross build by running CentOS7 on docker, now it's able to build
on Fedora.
It also supported switch container image, tested on Oracle Linux 7 and
CentOS 7/8.

Unlike redhat version, debian version already supported cross build since
it uses debootstrap, but the shellscript rejecting to continue build on
non-debian distribution, so drop these lines to build on Fedora.

We used to use /opt/scylladb just for Scylla build toolchain and
dependency libraries, not for Scylla main package.
But since we merged relocatable package, Scylla main binary and
dependency libraries are all located under /opt/scylladb, only
setup scripts remained on /usr/lib/scylla.
It strange to keep using both /usr/lib/<app name> and /opt/<app name>,
we should merge them into single place.

We had issue to build offline installer on RHEL because of repository
difference.
This fix enables to build offline installer both on CentOS and RHEL.
Also it introduces --releasever <ver>, to build offline installer for
specific minor version of CentOS and RHEL.

This introduce offline installer generator.
It will generate self-extractable archive witch contains Scylla packages
and dependency packages.
Package installation automatically starts when the archive executed.
Limitation: Only supported CentOS at this point.
